RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of County Service Area 82 - Searles Valley:
a. Approve the Capital Improvement Program - County Service Area 82 Searles Valley - Sewer Improvement Project in the amount of $6,034,682.
b. Approve a professional engineering design and services contract with Kimley-Horn and Associates, Inc. in the amount of $524,157 for the design of construction plans and specifications for the County Service Area 82 Searles Valley - Sewer Improvement Project.
c. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget increases of $6,034,682, as detailed in the Financial Impact Section, for the County Service Area 82 Searles Valley - Sewer Improvement Project (Four votes required).
2. Acting as the governing body of San Bernardino County:
a. Approve the use of up to $6,034,682 of American Rescue Plan Act funding for eligible costs associated with the County Service Area 82 Searles Valley - Sewer Improvement Project.
b. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as detailed in the Financial Impact Section, needed to provide American Rescue Plan Act funding for the County Service Area 82 Searles Valley - Sewer Improvement Project (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This item would authorize the use of up to $6,034,682 from the County First District’s American Rescue Plan Act (ARPA) Local Fiscal Recovery Fund (Recovery Fund) to fund eligible costs associated with the County Service Area 82 Searles Valley - Sewer Improvement Project (Project) in Trona and Pioneer Point. These costs include design of the Project’s plans and specifications, as provided by Kimley-Horn and Associates, Inc. (Kimley Horn), project management and the future construction portion of the Project.

Sufficient appropriation will be included in future recommended budgets for the Special Districts’ ARPA CIP fund as needed.
BACKGROUND INFORMATION
The Department of Public Works - Special Districts (Department) administers all Board Governed County Service Areas (CSA’s) and Zones that provide a variety of municipal services including design, construction and operation of sewer systems.
County Service Area 82 Searles Valley (CSA 82) was established by the San Bernardino County Board of Supervisors on June 28, 1976 to provide, among other things, sewer services for the communities of Trona and Pioneer Point, east of Ridgecrest and adjacent to the western boundary of Death Valley National Park. The Department’s Water and Sanitation Division (Division) directly manages, operates, and maintains CSA 82’s sewer services.
The Division currently maintains a 12-inch primary sewer effluent line, including two septic tank treatment facilities and fifty-two (52) manholes for CSA 82. The effluent line spans from Pioneer Point (north) to Trona (south) as part of the overall sewerage system. The 12-inch effluent line covers approximately 13,900 feet, along the eastern side of Trona Road, encompassing 18 manhole locations. The effluent line was constructed in 1979 and is in need of reconstructing and/or replacing worn, damaged, and deleterious segments of 12-inch effluent sewer line and manhole structures. The Division has preliminarily identified and prioritized 11,317 feet of the effluent line and up to 12 manholes that are in need of replacement. The Project will add up to six manholes to reduce spacing to a consistent 500 to 600 feet allowing for additional access points for maintenance and inspection purposes pursuant to industry standards.
In addition to providing funding and appropriation for the Project, this item seeks approval of a professional engineering design and services contract with Kimley-Horn in the amount of $524,157 for the Project’s design of construction plans and specifications. The Department anticipates returning to the Board in January 2024 with a recommendation for award of the construction contract.
PROCUREMENT
Request for Proposal (RFP) SDD-026 for the Project’s professional engineering design and services was released through the County’s Electronic Procurement Network (ePro) No. SPD122-SPDAD-4773 and sent directly to engineering firms on October 18, 2022. A total of two proposals were received in response to the RFP on November 17, 2022. Both proposals were accepted for review.

The proposals were evaluated by a committee comprised of Department staff from the Project Management and Water and Sanitation Divisions. Based on the proposal that best met the design needs of CSA 82, the committee recommends award of the contract to Kimley-Horn. No protests were received.
