Recommendation
1. Approve Amendment No. 7, effective July 1, 2021, to Revenue Contract No. 14-613 with the City of Highland, for the provision of animal care and control services, increasing the contract amount by $467,172, from $3,110,556 to $3,577,728, and extending the contract term for an additional year, for the total contract period of July 1, 2014 through June 30, 2022.
2. Approve Amendment No. 9, effective July 1, 2021, to Revenue Contract No. 14-615 with the City of Yucaipa, for the provision of animal care and control services, adding funds for license canvassing services, increasing the contract amount by $542,077, from $3,463,691 to $4,005,768, and extending the contract term for an additional year, for the total contract period of July 1, 2014 through June 30, 2022.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Department of Public Health (DPH) may receive an increase in revenue up to $1,009,249 for the provision of animal care and control services and door-to-door license canvassing services. The costs associated with providing these services are reimbursed by the cities and/or offset by the revenue collected on behalf of the cities by the County. Amendment amounts were calculated based on estimated salary and benefit costs and ongoing operating costs associated with the provision of these services. Adequate appropriation and revenue will be included in DPH’s 2021-22 recommended budget.
BACKGROUND INFORMATION
Under the terms of the recommended amendments, DPH will continue to provide existing animal care and control services for the cities of Highland and Yucaipa for an additional year through June 30, 2022, and increase the anticipated revenue amounts for this extension. The services provided to the cities of Highland and Yucaipa include full scope animal care and control services as defined below. Door to door dog license canvassing services are presented as a service level option. The amendment with the City of Yucaipa includes additional funds to conduct door-to-door dog license canvassing services, as a service level option, to ensure dogs located within the city are licensed pursuant to state law and local ordinances.
The DPH Animal Care and Control (ACC) program has provided animal care and control services to the unincorporated regions of San Bernardino County for decades, and has also provided similar services to various cities within San Bernardino County. Full scope animal care and control services include field services, licensing, low cost rabies and vaccination clinics, impounding and shelter services, after-hours emergency services, and final disposition. DPH has provided animal care and control services to the City of Highland residents since 1997, and the City of Yucaipa residents since 1990.
On June 24, 2014 (Item No. 65), the Board of Supervisors (Board) approved Revenue Contract No. 14-613 with the City of Highland, and Revenue Contract No. 14-615 with the City of Yucaipa for animal care and control services, for the period of July 1, 2014 through June 30, 2015. Since that time, the Board has approved multiple amendments to the revenue contracts for additional services and annual extensions for continued animal care and control services.
DPH will develop new contracts that will be presented to the Board for approval prior to June 30, 2022, for the cities of Highland and Yucaipa, based on the status of planning for the construction of a new County animal shelter facility, and negotiating the desired service levels requested by the cities.
