BACKGROUND INFORMATION

Xebec Realty Partners (Xebec) is the developer of a warehouse project located at 27195 Almond Avenue in Redlands, which was approved by the County Planning Commission on March 23, 2023. In accordance with the project’s conditions of approval, the landscaped area requirement may be reduced by up to five percentage points when public art is displayed in a setting that enhances pedestrian spaces and building architecture. The minimum cost of the public art must be at least 1% of the overall project valuation as stated on the building permit.

At the discretion of the Director of the Land Use Services Department (LUS), if a public art display is not feasible or practical, the developer may instead fulfill this requirement by making a 1% donation to an agreed-upon party. The LUS Director approved a request by Xebec to make a 1% donation, totaling $164,049, to the Museum to satisfy this requirement in lieu of installing public art. The donation will be used for museum exhibits, programming, collections care and education supplies.

Per County Policy 06-01 and Standard Practice 06-01SP, Board of Supervisors approval is required to accept gifts or donations valued over $10,000.
