Recommendation

Adopt Ordinance relating to Taxicab Service, which was introduced on April 29, 2025, Item No. 88.

(Presenter: Carolina Mendoza, Chief Deputy Director 387-3760)

Body

COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Create, Maintain and Grow Jobs and Economic Value in the County.

FINANCIAL IMPACT

The proposed ordinance will not result in the use of Discretionary General Funding (Net County Cost). Adequate appropriation to complete this action has been included in the Sheriff/Coroner/Public Administrator’s (Sheriff) 2024-25 Budget.

BACKGROUND INFORMATION

The proposed ordinance will update the San Bernardino County Code (County Code) to transfer the issuance of Taxicab Service permits from the Clerk of the Board of Supervisors to the Sheriff. Currently, applicants must comply with a background investigation, which is conducted by the Sheriff. Additionally, taxicab drivers must obtain a Taxicab Driver’s Permit, which is issued by the Sheriff. This action is recommended to maximize the efficiency and effectiveness of the application process for Taxicab Service permits.

The Sheriff will incorporate this activity into their 2025-26 Fee ordinance. Until such time, the Sheriff may process applications for Taxicab Service permits under County Code section 16.0205.

PROCUREMENT

Not applicable.
