RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Flood Control District:

1.                     Declare Equipment No. 27002, a 2009 Kenworth Water Truck (Vehicle Identification Number 1NKDL50X49R245796) with an estimated value of $20,000, that is fully depreciated, as surplus and has reached its service life and/or is no longer necessary to meet the needs of the San Bernardino County Flood Control District and has been replaced.

2.                     Authorize the sale of the fixed asset identified in Recommendation No. 1 to be coordinated through the Purchasing Department, Surplus Property Division.

3.                     Authorize the Director of Fleet Management to execute all necessary documentation to transfer title of the fixed asset identified in Recommendation No. 1.

4.                     Authorize the San Bernardino County Flood Control District to retain the proceeds from the sale of the fixed asset identified in Recommendation No. 1 and deposit such proceeds into its Equipment Fund to offset costs of future equipment purchases.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The fully depreciated equipment value is estimated at $20,000 based on proceeds from recent auctions of similar fixed assets. The funds raised by the sale of the above-described fixed asset will be returned to the San Bernardino County Flood Control District’s (District) Equipment Fund (1970004140) to assist in the purchase of future equipment as needed.

 

BACKGROUND INFORMATION

The District owns and operates equipment and assets pursuant to its mission of maintaining and operating District facilities. District staff has determined that it is no longer economically beneficial to the District to continue to maintain and/or repair the surplus assets identified in this item.

 

Disposing of this surplus asset aligns with the County and Chief Executive Officer’s goals and objectives to improve County government operations and to operate in a fiscally-responsible and business-like manner.

 

The equipment has been replaced with a newer unit that produces fewer emissions, in accordance with mandates from the California Air Resources Board. Selling the older unit will help the District achieve the required fleet percentage for vehicle emissions. Heavy equipment that does not meet air quality standards must be sold out of state.

 

Once approved for surplus, the equipment will be sent to the County’s contracted auction vendors for disposition, coordinated through the Purchasing Department.
