RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Approve the submission of non-binding grant applications to the California Department of Recycling Resources and Recovery for various grant and payment programs as administered by the California Department of Recycling Resources and Recovery for the next five years.

2.                     Adopt resolution, as required by California Department of Recycling Resources and Recovery, authorizing the San Bernardino County Fire Protection District’s Fire Chief/Fire Warden to sign and submit grant and payment program applications and any non-substantive application amendments, subject to review by County Counsel, for a period of five years or until rescinded by the Board of Directors, whichever occurs first.

FINANCIAL IMPACT

Approval of the recommended resolution will not result in the use of Discretionary General Funding (Net County Cost). Approval of the recommended actions will allow San Bernardino County Fire Protection District’s (SBCFPD) Household Hazardous Waste (HHW) Section to submit future applications to the California Department of Recycling Resources and Recovery (CalRecycle) for funding from various grant and payment programs.  If funding is awarded by CalRecycle, SBCFPD will return to the Board of Directors (Board) for acceptance of the funds and approval of any needed budget adjustments.  The grant applications to CalRecycle are not legally binding and will not require a local match, discretionary general funding or additional staffing. 

 

BACKGROUND INFORMATION

CalRecycle has several different funding mechanisms available for local jurisdictions to apply for to assist in the development, implementation, and management of HHW programs. CalRecycle requires that jurisdictions have resolutions from their governing bodies that authorize submittal of applications for such funding.

 

The CalRecycle Discretionary Fund Grants provide opportunities for local governments in implementing safe HHW programs for collection, public education, source reduction, reuse, and/or recycling of HHW.  There are two main types of grants under CalRecycle’s Discretionary Fund Grant program, one for small projects that provides funding for up to $50,000, and one for large projects that provides funding for up to $250,000 depending on the request and the project needing funding. SBCFPD’s HHW Section applies for these funds annually to expand and improve the operations in San Bernardino County.

 

The CalRecycle Oil Payment Program provides funds to expand education of HHW by promoting the proper recycling and disposal of used oil and oil filters.  SBCFPD is a regional participant in this program and the Lead Agency submitting applications on behalf of one or more of the following participating towns/cities: Adelanto, Big Bear Lake, Colton, Grand Terrace, Hesperia, Highland, Loma Linda, Needles, Redlands, Twentynine Palms, and Yucca Valley.

 

Approval of the proposed resolution will authorize SBCFPD’s Fire Chief/Fire Warden to apply for eligible CalRecycle grant and payment program funding for a period of five years. The proposed resolution also authorizes SBCFPD’s Fire Chief/Fire Warden to execute all documents, including but not limited to, grant applications, amendments and requests for payment, for a period of five years or until rescinded by the Board, whichever occurs first.

 

CalRecycle grant and payment program funding is used to promote public education, assist in ensuring compliance with State mandates, and assist in the development or enhancement of California local jurisdiction programs. Utilizing additional funding available from the State aligns with the Countywide vision and allows SBCFPD to operate in a fiscally responsible and business-like manner. Upon notice of funding awards from CalRecycle for any grant or payment program, SBCFPD will seek approval from the Board to accept funding.  Approval of this item will allow SBCFPD to apply for CalRecycle grants in a timely and cost-effective manner.
