Approve Amendment No. 2 to Memorandum of Understanding No. 22-1245 with San Bernardino County Transportation Authority, for the Smart County Master Plan, decreasing the remaining budget for the Consolidated Fire Agencies’ Computer Aided Dispatch to Computer Aided Dispatch System project by $8,180 due to project cost adjustments, with no change to the term of December 13, 2022 through December 31, 2026, or to the initially funded amount of $1,000,000.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The proposed Amendment No. 2 (Amendment) reallocates previously approved funding amongst tasks and is included in the County Administrative Office 2025-26 budget for the Smart County Master Plan and additional tasks (Project), which will continue to be provided to the San Bernardino County Transportation Authority (SBCTA) on a reimbursement basis up to the total amount of $1,000,000.
BACKGROUND INFORMATION
On December 13, 2022 (Item No. 32), the Board of Supervisors (Board) approved the Memorandum of Understanding (MOU) No. 22-1245 (MOU No. 23-1002896) with SBCTA to implement the Project through the deployment of innovative technologies on a countywide basis. This resulted in the development of the Project’s Master Plan (Plan) and included an evaluation of a broad spectrum of possible initiatives to consider for implementation throughout the county, recognizing the diverse geographic and socioeconomic nature of the region. The Plan was developed in two phases by a consultant hired by SBCTA and was focused on feedback provided by jurisdictional representatives.
After review by the County Administrative Office, the Plan was reviewed by the SBCTA Board of Directors (SBCTA Board) on December 4, 2024, and is complete as of December 31, 2024, as no further comments were received following SBCTA Board review. SBCTA is now utilizing the Plan to guide and prioritize future projects throughout the region.
On April 29, 2025 (Item No. 29), the Board approved Amendment No. 1, which expanded the scope of work under the MOU to further analyze two initiatives identified in the completed Plan: (1) a comprehensive assessment of the Consolidated Fire Agencies’ Computer Aided Dispatch to Computer Aided Dispatch system (Task No. 1), and (2) preparation of a report identifying options for a remote connectivity concept to improve emergency communications along state highways with poor cellular coverage, utilizing the unused Project balance in the amount of $226,530, and extending the term through December 31, 2026.
As SBCTA progressed with these initiatives, unanticipated delays and subconsultant cost adjustments were required to finalize the original Plan, and budget modifications were necessary, leaving a Project balance of $218,350. Therefore, the Amendment reduces the Task No. 1 budget by $8,180, from $176,530 to $168,350, to align Project resources with revised implementation costs. The Amendment maintains the total available funding at $1,000,000 and makes no changes to the existing Project term through December 31, 2026.
The Amendment was executed by the SBCTA Executive Director on December 4, 2025. Approval will allow the County to maintain its partnership with SBCTA in continuing to develop innovative, technology-driven solutions to enhance regional communication, efficiency, and public safety.
