RECOMMENDATION(S)

Recommendation

1.                     Approve Master Service Agreement with Flock Group, Inc., for hardware, software and installation services for Automated License Plate Recognition Systems effective June 18, 2025, and continuing for a three-year period after system acceptance.

2.                     Approve Order Forms with Flock Group, Inc. for the lease of hardware, software and installation services for Automated License Plate Recognition Systems as follows:

a.                     Order Form to lease 35 Automated License Plate Recognition Systems to be installed in the unincorporated county areas of Arrowhead Farms, Rosena Ranch and Muscoy, in an amount not to exceed $364,750, effective June 18, 2025, and continuing for a three-year period after system acceptance.

b.                     Order Form to lease 20 Automated License Plate Recognition Systems to be installed in the unincorporated county area of Bloomington, in an amount not to exceed $211,000, effective June 18, 2025, and continuing for a three-year period after system acceptance.

3.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary adjustments to the Sheriff/Coroner/Public Administrator’s 2025-26 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will result in the use of Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Department) 2024-25 Budget (4430001000), includes an allocation of $364,750 to fund a three-year lease with Flock Group, Inc. (Flock), as approved by the Board of Supervisors (Board) on July 9, 2024 (Item No. 16), from the Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget, to fund the Automated License Plate Recognition (ALPR) systems for the County’s Arrowhead Farms, Muscoy, and Rosena Ranch unincorporated areas.

 

This item will allocate $211,000 from the Bloomington Community Benefit/Improvement Reserve, which will fund a separate, three-year lease of Flock’s ALPR systems to be installed in the Bloomington unincorporated area.

 

The Department requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2025-26 budget:

The lease of the ALPR systems will be terminated at the end of the three-year period if additional funding is not secured.

 

BACKGROUND INFORMATION

Flock’s system is a fully integrated ALPR one-stop solution from the production of the camera to delivery and installation. Flock’s system is a public safety operating system that helps communities and law enforcement nationwide work together to reduce or eliminate crime. Flock’s systems focus on objective evidence (vehicles and license plates) by capturing car features (make, model, color, license plate, state of the plate, timestamp). People’s privacy is protected by not using facial recognition technology and not recording any personally identifiable information such as names, addresses, or phone numbers. The system’s camera only takes photos, there is no live feed, and it is not used for surveillance purposes. ALPR systems function to automatically capture an image of a vehicle and the vehicle’s license plate, compare the plate number acquired with one or more databases of vehicles of interest to law enforcement, and then alerts law enforcement officers when a vehicle of interest is observed. The stored license plate data also provides law enforcement investigators with a pointer system that may help them identify vehicles associated with suspects, witnesses, or victims, and to develop exculpatory information that assists them with focusing their investigative resources. The data also allows law enforcement to connect serial criminal activities that may have occurred in other law enforcement jurisdictions.

 

Approval of Recommendation No. 2 will assist with providing for the safety needs of County residents by allowing for the installation of ALPR’s systems and associated maintenance costs for three years. ALPR’s will be installed in various locations in Arrowhead Farms, Bloomington, Muscoy, and Rosena Ranch as identified by the Department who will manage and oversee the ALPR project. The Department is already successfully utilizing Flock’s ALPRs because several of its contract cities are operational on the system through their own separate contracts. The proposed leases are for the expansion of the program into the unincorporated communities throughout the county.

 

PROCUREMENT

This is a non-competitive procurement based on equipment/system compatibility. The recommended leases of the ALPR systems include maintenance and support, software, and services compatible with existing systems installed by Flock in different municipalities within the County. To avoid database connection or access disruptions with existing systems installed by Flock in different municipalities of the County, the Purchasing Department supports this non-competitive procurement.

 

County Policy 11-04, Procurement of Goods and Supplies, Equipment and Services, requires departments to seek Board approval for non-competitive purchases of equipment and services in excess of $200,000 annually.
