RECOMMENDATION(S)
Recommendation
Approve Amendment No. 1, effective upon execution by both parties, to non-financial Memorandum of Understanding (Contract No. 20-610) with the Children and Families Commission for San Bernardino County for the provision of Family-Community Support Program services, updating County responsibilities, and extending the contract period by one year, for the total contract period of August 1, 2020 through June 30, 2022.

FINANCIAL IMPACT
The Memorandum of Understanding (MOU) between Children and Family Services (CFS) and the Children and Families Commission for San Bernardino County (First 5) is non-financial; therefore, it does not impact Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
The CFS mission is to strive to protect endangered children, preserve and strengthen their families, and develop alternative family settings. The recommended amendment to the MOU with First 5 will continue to assist CFS in meeting their mission. First 5 has contracts in place to promote and support the prevention of child abuse and neglect, supporting families in caring for their children, and connecting families to community supports and social services. The recommended amendment to the MOU will enable CFS to continue to utilize First 5’s resources with the following objectives:
• Children are free from abuse and neglect, by promoting and supporting the prevention of child abuse and neglect;
• Parents provide developmentally appropriate care, by supporting families in caring for their children; and
• Families are resilient, by connecting families to community supports and social services.
On July 28, 2020 (Item No. 25), the Board of Supervisors approved a non-financial MOU (Contract No. 20-610) with First 5 for Family-Community Support Program services, for the period of August 1, 2020 through June 30, 2021, with the option to extend for two one-year periods upon mutual agreement of the parties. The recommended amendment to the MOU will update County responsibilities and exercise the first option to extend the MOU one year, for the total contract period of August 1, 2020 through June 30, 2022. Contractor performance will be monitored for compliance with administrative and program elements of the MOU.
