Recommendation
Approve Amendment No. 1 to Agreement No. 25-355 with Western University of Health Sciences, to provide medical students with clinical training at Arrowhead Regional Medical Center, clarifying and correcting the compensation language, with no change to the term of July 1, 2025 through June 30, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Arrowhead Regional Medical Center (ARMC) will receive reimbursements from Western University of Health Sciences (Western) for the provision of teaching services and support of medical students. Western will reimburse ARMC $350 per week for each third-year student rotation, and $200 per week for each fourth-year student rotation. Western will pay $100 per week per student for the administrative costs. Additionally, Western will pay $200,000 per academic year to support graduate medical education programs at ARMC. The reimbursement and payment from Western under the Agreement is estimated to be approximately $2,729,400 for the three-year term. Adequate appropriation and revenue have been included in ARMC 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Amendment No. 1 to Agreement No. 25-355 clarifies the compensation language to distinguish the component of the compensation that is payable to ARMC for the medical staff and for administrative costs. Additionally, it corrects the estimated total amounts that are payable to ARMC based on the estimated number of Western medical students who participate in training at ARMC under the Agreement.
A key component of ARMC’s mission is to provide education to students in a variety of disciplines. ARMC has agreements with universities and colleges, junior colleges, and technical and trade schools to provide on-site clinical training for students. This clinical training is necessary for students to obtain their degrees, licenses, and/or certifications.
On June 10, 2025 (Item No. 23), the Board of Supervisors (Board) approved Agreement No. 25-355 with Western, to provide their medical students with clinical training and experience at ARMC under the supervision of medical staff, from July 1, 2025 through June 30, 2025.
ARMC recommends approval of this amendment to clarify and correct the compensation language in the Agreement.
