RECOMMENDATION(S)

Recommendation

1.                     Approve Revenue Subaward Agreement with RAND Corporation for work on the National Institute of Health funded study, “Reducing Overdose and Suicide Risk in Individuals with Opioid Use Disorder and Co-occurring Disorders”, in the amount of $111,065 for the period of February 27, 2024 through March 31, 2028.

2.                     Authorize the Director of Arrowhead Regional Medical Center to sign and execute yearly award amendments, including award increases approved by the National Institute of Health and other programmatic documents, in compliance with Title 2 CFR Section 200 Uniform Guidance on Federal Award, as required by RAND Corporation, subject to review by County Counsel.

3.                     Direct the Director of Arrowhead Regional Medical Center to transmit any executed award amendments to the Clerk of the Board of Supervisors within 30 days of execution by all parties.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). In Recommendation No. 1, Arrowhead Regional Medical Center (ARMC) is anticipated to receive $111,065 from the National Institute of Health (NIH) through the RAND Corporation (RAND) for ARMC’s work on the study entitled, “Reducing Overdose and Suicide Risk in Individuals with Opioid Use Disorder and Co-occurring Disorders” (Study). The funds will be used as supplemental funding for Principal Investigators, Substance Use Navigators supporting this program, and administrative costs.

 

BACKGROUND INFORMATION

This Revenue Subaward Agreement (Agreement) with the RAND will allow ARMC to serve as the sub-awardee and primary site of the NIH funded Study. The Study will provide optional access to mental health counselors, funded and provided by RAND, for same day counseling services to help improve the likelihood of completing opioid use disorder treatment services. Additionally, the approval of the Agreement will help raise the profile of the institution with the NIH and could help ARMC become more involved in future NIH funded studies.

 

ARMC has had a very successful Substance Use Navigator program in place through the Emergency Department for the past five years. ARMC has received State of California funding in prior years to help facilitate this program, and the success rate is one of the highest in the State.

Due to ARMC’s existing program’s success, in March of 2021, RAND approached ARMC to discuss the possibility of having ARMC be the Study site in a grant application that RAND was applying for with the NIH to study the integration of mental health counseling into ARMC's existing program. In 2023, RAND was awarded the grant by the NIH. RAND has been working with ARMC to finalize this Agreement since June 2023.

 

ARMC recommends approval of the Agreement with RAND to provide for the safety, health and social service needs of County residents by implementing expanded substance abuse services to opioid use disorder patients in order to improve effectiveness of treatment services and reduce overdose and suicide ideation among patients.
