Recommendation
Adopt Resolution to accept Euclid Crescent West, from Euclid Avenue to Twenty-Sixth Street in the San Antonio Heights area into the County Maintained Road System, pursuant to Streets and Highways Code Section 941.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). It will cost less than $1,000 to update the Department of Public Works (Department) records, which will be funded by Gas Tax revenue along with future road maintenance costs. Sufficient appropriation and revenue are included in the Department’s 2023-24 Road Operations budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department has recognized the need to preserve road access to the San Antonio Heights Basin #1 Flood Control Facility in the San Antonio Heights area by bringing Euclid Crescent West from Euclid Avenue to Twenty-Sixth Street (0.22 miles), Road No. 216925, Sequence 015 into the County Maintained Road System (CMRS).
At the request of the community, the Highway Planning Technical Committee (HPTC) convened on July 29, 2015, to discuss the acceptance of Euclid Crescent West into the CMRS. The recommendation by the HPTC at that time was to deny the request since the road was not constructed to ultimate width, as well as a concern for potential significant financial investment to reconstruct the roads. Since the initial HPTC recommendation, the Department has observed the need for regular use of these roads by the San Bernardino County Flood Control District (District). Due to the road conditions being reasonable for two-way passing, connecting to an existing paved CMRS road (Euclid Avenue 335350), and the physical condition of the roadway, which has not deteriorated excessively requiring significant investment to reconstruct, it is recommended the proposed road be brought into the CMRS to preserve access to District facilities.
Pursuant to Streets and Highways Code Section 941, the Board of Supervisors may accept into the CMRS roads that are necessary for public convenience. The Department has determined that the proposed roadways connect to paved existing CMRS roads, are operationally beneficial to the Department and meet the Department criteria for accepting roads into the CMRS.
This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety, health, and social service needs of County residents by ensuring the proper maintenance of this section of roadway.
