Recommendation
Approve contract with County of Riverside, Department of Public Health dba Riverside University Health System - Public Health, including a non-standard term, to provide medical care and support services under the Ryan White HIV/AIDS Program Part A HIV Emergency Relief Project Grants, in an amount not-to-exceed $1,433,078, for the period of March 1, 2026 through February 29, 2028.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The recommended not-to-exceed contract amount of $1,433,078 will be fully funded through reimbursements from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) Ryan White HIV/AIDS Program Part A HIV Emergency Relief Project Grants (Ryan White Part A) and Minority AIDS Initiative funding. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in DPH’s future recommended budgets.
BACKGROUND INFORMATION
DPH has received funding from HRSA for the Ryan White Part A Program since 1994. Acting as the lead agency for the Transitional Grant Area of San Bernardino and Riverside counties, DPH oversees and administers the grant funds and assures compliance with grant requirements. DPH awards Ryan White Part A funding to contractors to provide a comprehensive continuum of high quality, community-based medical care, and support services for low-income individuals with Human Immunodeficiency Virus (HIV) and their families. The Inland Empire HIV Planning Council (IEHPC) is the planning body appointed by the Board of Supervisors and mandated by Federal law to set service priorities for funding allocations for the Ryan White Program. DPH follows the IEHPC service priorities and funding allocations, which includes predetermined percentages and service categories, to calculate the amounts that are awarded for Ryan White Part A service contracts.
In 2024-25, Ryan Part A contractors served approximately 3,450 clients in San Bernardino and Riverside counties.
Approval of the recommended contract would support the continued provision of Ryan White Part A services for persons living with HIV/Acquired Immunodeficiency Syndrome (AIDS) in San Bernardino and Riverside counties. Contractor performance will be measured by review of monthly reporting, review of required data submissions, and an annual site visit by County staff to monitor compliance with the administrative, program, and fiscal terms and conditions of the contract, with special attention to the Ryan White payer of last resort requirement.
Contracted services will include mental health services, dental care, substance abuse treatment, medical nutrition therapy, early intervention services, case management, transportation, psychosocial support, emergency financial assistance, housing and food assistance.
The recommended contract includes a non-standard term that differs from the standard County contract terms:
1. Payment terms are Net 30 days.
• County standard payment terms are Net 60 days.
• Potential Impact: County standard processing time is 60 days or more. Failing to pay timely may result in a material breach of the Agreement, which could allow the agency to terminate the Agreement and seek other legal remedies, which could include costs that exceed the Agreement amount.
Federal regulation 2 CFR §200.305 requires pass-through entities to make reimbursement payments within 30 days of the payment request. DPH recommends approval of the agreements, including the non-standard terms, to continue awarding Ryan White Part A funding, while ensuring compliance with federal funding requirements.
PROCUREMENT
The County Administrative Office approved and authorized the release of Request for Proposals (RFP) No. DPHE26-ASP-6184 with the Purchasing Department on December 2, 2025, to solicit proposals from interested and qualified agencies to provide medical care and support services under Ryan White Part A for a maximum period of three years, with two additional one-year options to extend, subject to the availability of funding appropriate for each fiscal year. The RFP was posted on the San Bernardino County Electronic Procurement Network.
Nine proposals were received by the established deadline in response to the RFP. Proposals from the nine agencies listed below met the minimum requirement and continued through the evaluation process.

The evaluation panel, with representation from DPH and the Auditor-Controller/Treasurer/Tax Collector, reviewed and evaluated the proposals based on the criteria listed in the RFP. The criteria included: qualifications/experience, financial stability, scope of work, proposed budget, and references.
Based on the evaluation criteria, the evaluation panel determined that all nine agencies would best meet the needs of the County. Award letters were sent to all responsible and responsive proposers on February 2, 2026.
On February 24, 2026 (Item No. 30), the Board of Supervisors (Board) approved contracts with AIDS Healthcare Foundation (Contract No.26-106), Community Health Systems (Contract No.26-107), Desert AIDS Project dba DAP Health (Contract No26-108), Foothill AIDS Project (Contract No.26-109), SAC Health System (Contract No.26-110), Wellness and Equity Institute (Contract No.26-111) and Young Scholars for Academic Empowerment dba TruEvolution (Contract No.26-112) in the aggregate, not to exceed amount of $12,150,926, for the period of March 1, 2026 through February 29, 2028.
The contract with the Riverside University Health System is presented at this time as this is the first available date following the completion of contract negotiations and the required operational, fiscal and legal reviews. Approval at this time will not impact DPH’s Ryan White Program services or activities.
If awarded, a contract with Loma Linda University will be presented for approval at a future Board meeting.
Purchasing supports this competitive procurement based on the formal solicitation described above.
