RECOMMENDATION(S)

Recommendation

1.                     Approve Community Care License application documents and authorize the submission to the State of California for a Temporary Emergency Shelter facility for youth who have been exposed to, present symptoms of, or currently have COVID-19.

2.                     Designate the Assistant Executive Officer of Human Services, the Deputy Executive Officer of Human Services, or the Director of Children and Family Services as authorized to execute and submit the Community Care License application documents, and any other documents required by the State of California for the Temporary Emergency Shelter, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Assistant Executive Officer of Human Services, the Deputy Executive Officer of Human Services, or the Director of Children and Family Services to transmit all Community Care License application documents to the Clerk of the Board of Supervisors within 30 days of execution.

This item does not impact Discretionary General Funding (Net County Cost). There is no fee for the Community Care License application.

 

BACKGROUND INFORMATION

On March 9, 2021 (Item No. 18), the Board of Supervisors (Board) approved a lease for a family-home/facility in the City of San Bernardino for use by Children and Family Services (CFS) as a COVID-19 isolation and quarantine residency for children.  This facility will be staffed by CFS personnel.  The individual licensee for the facility will be the CFS Deputy Director in charge of Placement Services. Isolating youth who have been exposed to, are presenting symptoms of, or currently have COVID-19, will prevent the further spread of the virus.  It will also provide a safe environment where the youth can receive necessary medical care under CFS supervision.

 

CFS received instructions from the State of California to obtain a license from State Community Care/Child Care Licensing Department prior to utilizing the facility.  By obtaining a license, the applicants demonstrate their ability to provide preventive, protective, and quality services to children in care.  The licensing program ensures that licensed facilities meet established health and safety standards through monitoring facilities, providing technical assistance, and establishing partnerships with providers, parents, and the child care community.  The State Licensing program provides oversight and enforcement for licensed Child Care Centers and Family Child Care Homes through 19 Regional Offices located throughout California. All children and families, regardless of age, ethnicity, cultural background, gender, socioeconomic status, or ability, are afforded the same protections under law and regulations for child care facilities.
