Recommendation
Approve Amendment No. 1 to Revenue Contract No. 22-1068 (State Revenue Contract No. CSPP-2418) with the California Department of Education to provide California State Preschool Program services, increasing the total contract amount by $2,345,709, from $4,903,686 to $7,249,395, with no change to the contract period of July 1, 2022 through June 30, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $2,345,709 for the provision of California State Preschool Program (CSPP) services is funded by the California Department of Education (State). Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2022-23 budget.
BACKGROUND INFORMATION
CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 3 to 5 countywide, as well as referrals to health and social services for families, and staff development opportunities to employees. CSPP services include childcare, nutrition, and parental education with an educational component that is developmentally, culturally, and linguistically appropriate for the children served. Services will be provided to eligible children, parents of eligible children who are either attending school or are enrolled in a job-training program, and families involved with Children and Family Services who have children enrolled in PSD.
The recommended contract amendment follows the California Budget Act of 2022, which provided for a 6.56 percent cost-of-living adjustment, effective July 1, 2022, and an increase in the minimum Child Days of Enrollment (CDE) requirement from 94,538 to 131,163. PSD will use this additional funding to cover the increased CSPP staff salary and benefits and operating costs.
On October 25, 2022 (Item No. 46), the Board of Supervisors (Board) approved Revenue Contract No. 22-1068 (State Revenue Contract No. CSPP-2418) with the State to provide CSPP services in the amount of $4,903,686 for the period of July 1, 2022 through June 30, 2023.
On November 20, 2022, PSD received the contract amendment from the State, for Revenue Contract No. 22-1068 (State Revenue Contract No. CSPP-2418), increasing the award by $2,345,709 for PSD’s CSPP services. This item is being presented at this time, as this is the first date available following the required operational, fiscal, and legal reviews. Approval by the Board on this date will have no impact on CSPP services or activities.
