RECOMMENDATION(S)
Recommendation
1. Find that the Inaugural Virtual Pet Adopt-A-Thon, Homeward Bound Pet Adoption Event is an event that assists in meeting the health and social service needs of the citizens of the County and supports the Countywide Vision.
2. Authorize the use of limited County resources to support and coordinate the Inaugural Virtual Pet Adopt-A-Thon Pet Adoption Event, for the period of June 23, 2021 through June 26, 2021.
3. Authorize the Director of the Department of Public Health to adjust the dates for rescheduling of the Inaugural Virtual Pet Adopt-A-Thon Pet Adoption Event, if necessary.

FINANCIAL IMPACT
The Inaugural Virtual Homeward Bound Pet Adopt-A-Thon Event (Event) will have minimal financial impact on participating departments. The estimated cost in County resources to support and coordinate the Event is $10,000. Adequate appropriation and revenue to hold the Event has been included in the Department of Public Health’s (DPH) 2020-21 budget.
BACKGROUND INFORMATION
The DPH Animal Care and Control (ACC) Division plans to hold the Virtual Pet Adopt-A-Thon, Homeward Bound Adoption Event on June 26, 2021, in collaboration with the Animals aRe First Fund (ARFF) and five other animal shelter facilities located in San Bernardino County. This first virtual event will highlight homeless animals housed at San Bernardino County owned/operated animal shelters located in Devore and Big Bear Lake. Participating agencies will include the Town of Apple Valley Animal Shelter, City of San Bernardino Animal Shelter, Friends of Upland Animal Shelter, City of Rancho Cucamonga Animal Shelter and Barstow Humane Society. This partnership supports the Countywide Vision to build new, and expand existing, partnerships among public agencies, businesses and non-profit organizations to meet the shared goal of placing unwanted pets into new homes.
ARFF, a federally recognized 501(c)(3) non-profit organization, will pay for the spay/neuter fees for all pets adopted during the event. This will reduce the cost for individuals to adopt a pet at each of the participating animal shelter facilities. The County resources that will be allocated include staff time, equipment use, and office supplies.
The various animal shelters that will participate in this Event receive animals from the public in shelters that serve the residents of San Bernardino County daily. This Event will provide an enhanced opportunity for those organizations to promote their efforts to advance programs to provide for the care of homeless animals in their respective communities, as well as provide an additional outreach effort to market the many homeless animals each organization strives to place in a loving home.
