RECOMMENDATION(S)
Recommendation
1. Approve grant award (State Grant Agreement No. 25-10618) from the California Department of Public Health, for Disease Intervention Workforce Development funding, in the amount of $1,703,142, for the period of July, 1, 2025 through June 30, 2030.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments relating to the grant award, on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit any subsequent non-substantive amendments relating to the grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The grant award in the amount of $1,703,142 from the California Department of Public Health (CDPH) supports disease intervention specialist (DIS) workforce development to respond to specified communicable diseases. This funding does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DPH has automatically received CDPH Disease Intervention Workforce Development funding since 2021. DPH will use the funds to perform disease surveillance, implement infection control measures, and provide education designed to reduce or manage the incidence of infectious diseases that are consistent with California law. DPH employs a team of Communicable Disease Investigators to conduct countywide disease case investigations related to sexually transmitted infections, human immunodeficiency virus, hepatitis C virus, mpox, and other emerging or endemic diseases. The duties performed by DPH employees include, but are not limited to, interviewing patients and conducting follow-up visits, counseling, performing field investigations, coordinating with medical authorities, assisting with screening and evaluations, and recommending treatment.
On October 28, 2025, DPH received the grant award agreement from CDPH, for DIS workforce development funding, in the amount of $1,703,142, for the period of July 1, 2025 through June 30, 2030.
The grant will continue supporting DIS workforce capacity needed to respond to specified communicable diseases.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact department services and activities.
