RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County, approve Amendment No. 1 to Contract No. 20-546 with County Service Area 70, to provide operations, preventative maintenance, emergency response and support services for the County-owned water and wastewater systems located at Arrowhead Regional Medical Center, exercising the option to extend the term for two additional one-year increments, for a total contract period of July 1, 2020 through June 30, 2027, and increasing the contract amount by $204,268.35 from $511,622.80 to $715,891.15.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  Arrowhead Regional Medical Center (ARMC) costs will be funded by State Medi-Cal, federal Medicare, private insurances, and other departmental revenue.  ARMC will reimburse County Service Area 70 Countywide (CSA 70) an additional amount not to exceed $204,268.35 for the cost of services provided during years 2025-26 and 2026-27.  Adequate appropriation and revenue have been included in the 2024-25 budget will be included in the future recommended budgets.

 

BACKGROUND INFORMATION

On June 23, 2020 (Item 116), the Board of Supervisors (Board), as the governing body for San Bernardino County on behalf of ARMC and CSA 70 approved Contract No. 20-546 (Contract), allowing CSA 70 to provide water and wastewater system operations and maintenance services to ARMC through June 30, 2025. ARMC is satisfied with the services provided by CSA 70 and is therefore recommending an extension with CSA 70 for these services.

 

In accordance with the existing Contract, CSA 70 will continue to provide operations, preventative, maintenance, emergency response and support services for County-owned water and wastewater systems located at ARMC. Water service includes inspections, valve exercising, flushing and testing potable domestic water distribution systems, water quality sampling and testing, regulatory reporting, and general maintenance and repairs. Services to the wastewater system include operations, wastewater sampling and testing, regulatory reporting, and maintenance/repair of the wastewater collection system such as routine inspections, Closed Circuit Television video inspections, and sewer main cleaning and monitoring.

 

ARMC is responsible for ensuring that water and wastewater system operations and maintenance are being conducted according to local, state, and federal regulatory requirements. CSA 70 staff have the state certifications and experience necessary to ensure that ARMC meets all regulatory requirements.

 

Approval of the recommended amendment will extend the term of the Contract by two years from July 1, 2025 through June 30, 2027.  Language in the original Contract allows the term to be extended for two additional one-year increments through mutual agreement of the parties.  Board approval of this item would exercise those two additional one-year options, thus permitting CSA 70 to continue to provide services for ARMC, ensuring public health and safety by meeting all regulatory requirements.
