Recommendation

Approve Amendment No. 2 to Contract No. 25-538 with Evident Change, formerly known as National Council on Crime and Delinquency, for the provision of Correctional Assessment and Intervention System, and Juvenile Assessment and Intervention System assessment subscriptions, training, and technical assistance services, increasing the not-to-exceed contract amount by $201,318, from $921,315 to $1,122,633, and extending the term by 11 months, for a new total contract period of August 1, 2020 through June 30, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The contract increase of $201,318, for a total contract amount of $1,122,633, will be funded with existing ongoing Proposition 172 revenue. Adequate appropriation and revenue will be included in the Probation Department’s (Department) 2026-27 recommended budget.

 

BACKGROUND INFORMATION

Since 2015, the Department has contracted with Evident Change (Evident) to improve the process of effectively evaluating and administering appropriate Department services to adult and juvenile offenders. Evident has been the only technology that seamlessly integrates with the Department’s existing Caseload Explorer case management system, currently being provided by Catalis Courts & Land Records (Catalis).

 

On March 3, 2015 (Item No. 38), the Board of Supervisors (Board) approved a non-competitive Purchase Order in the amount of $763,409 for a five-year software subscription and user training to implement new risk assessment tools for the period of July 1, 2015 through June 30, 2020.

 

On July 30, 2020, the Purchasing Department approved non-competitive Contract No. 4400014933 to provide subscriptions, training, and technical assistance services for the period of August 1, 2020 through July 31, 2025, in the total not-to-exceed amount of $750,000 ($150,000 annually).

 

On June 18, 2025 (Item No. 54), the Board approved Amendment No. 1, and assigned it as Contract No. 25-538, with Evident for the provision of Correctional Assessment and Intervention System and Juvenile Assessment and Intervention System assessment subscriptions, training, and technical assistance services extending the term by one year, for a new total contract period of August 1, 2020 through July 31, 2026, to allow for uninterrupted use of the required assessment subscriptions and training while the Department completed a new procurement process.

 

On June 10, 2025 (Item No. 73), the Board approved Amendment No. 1 to Contract No. 24-615 with Catalis to continue providing software maintenance, support, and enhancements/programming specific to the Department’s Caseload Explorer case management system, extending the term by two years, for a new total contract period of July 1, 2024 through June 30, 2027.

 

The Department has been evaluating the current case management system provided by Catalis and has determined that with the rapid advances in technology and evolving operational needs, it would be beneficial to explore alternative case management systems that may offer enhanced functionality, improved efficiency, and greater long-term value. The Department intends to complete a competitive Request for Proposal (RFP) process prior to the expiration of the extended contract term. 

 

Because Evident Change’s assessment system is directly integrated within the Department’s current Caseload Explorer case management system, the Department seeks to extend the contract term by eleven months to align with the Catalis contract end date of June 30, 2027, to ensure continuity of system integration. During the extension period, the Department intends to complete a new procurement process for the services being provided by Evident and Catalis in accordance with County Policy 11-04.

 

The requested increase of $201,318 reflects the prorated cost of continuing subscription, training, and technical assistance services during the 11-month extension period.

 

Approval of Amendment No. 2 will extend the contract term by eleven months, for a total contract period of August 1, 2020 through June 30, 2027, and will allow the Department to continue providing case assessments within the current case management system. Either party may terminate the agreement upon a thirty (30) days written notice.
