RECOMMENDATION(S)

Recommendation

1.                     Approve an allocation of $145,515 from the 2025-26 Third District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to the Land Use Services Department Planning budget, for Contract No. 4400029016 with Raimi & Associates, Inc., for technical assessment services for the development of the Pioneertown Overlay Zone.

2.                     Approve Contract with The Rivers Edge Ranch, to contribute $117,000 in funding from the 2025-26 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget, and contribute $233,000 in funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the Ranch Expansion project, for the total not-to-exceed amount of $350,000, for the period of August 19, 2025, through August 18, 2027.

3.                     Approve Contract with the Rancho Cucamonga Chamber of Commerce to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards two years’ Gold Sponsor sponsorships to support their initiatives, in the not-to-exceed amount of $10,000, for the period of August 19, 2025, through December 31, 2027.

4.                     Approve Contract with the City of Colton to contribute funding from the 2025-26 Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to purchase and equip an animal services vehicle for their Police Department, in the not-to-exceed amount of $100,602, for the period of August 19, 2025, through August 18, 2026.

5.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of county residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.

 

The project under Recommendation No. 1 will be funded by the Third District’s Priorities Program budget.  The following budget adjustments listed under Recommendation No. 5 will allocate sufficient appropriations to the 2025-26 Land Use Services Department (LUS) Planning budget to commence and complete the Pioneertown Overlay Zone draft.

The project under Recommendation No. 2 will be funded by both the First and Second District’s Priorities Program budgets, with $117,000 being funded from the First District and $233,000 being funded from the Second District.

 

The project under Recommendation No. 3 will be funded by the Second District’s Priorities Program budget.

 

The project under Recommendation No. 4 will be funded by the Fifth District’s Priorities Program budget.

 

BACKGROUND INFORMATION

Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the County’s residents.  Projects under the Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer (CEO) for Board approval.

 

Recommendation No. 1 will provide funding for the LUS Planning’s Contract No. 4400029016 with Raimi & Associates, Inc., executed on July 23, 2025 by the Purchasing Agent, in the not-to-exceed amount of $145,515, for the term of August 19, 2025, through August 18, 2027. The LUS contract will provide consulting services and assist in completing a draft Overlay Zone for Pioneertown in the Third District. The intent of the Overlay Zone is to implement the 2020 Countywide Policy Plan (General Plan) and Pioneertown Community Action Guide and establish refined design and development standards for the historic Pioneertown district. The minimum 25% matching contribution is not applicable because the funding is being allocated to another County department. Recommendation No. 5 will allocate sufficient appropriations in the 2025-26 LUS Planning budget to commence and complete the Pioneertown Overlay Zone draft.

 

Recommendation No. 2 will assist The Rivers Edge Ranch (Ranch) by providing funding from the First and Second Districts for the Ranch’s upcoming expansion project, to include building and remodeling of their facilities; expenses for Ranch operations; and by providing housing and meals for individuals seeking recovery. This contract serves the public purpose of providing for the health, safety and social service needs of the county residents by supporting individuals and families transition out of recovery and working toward long-term independence with housing that allows them to continue building on the progress made, while maintaining accountability and connection to the treatment program provided by the Ranch. The Ranch is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects

 

Recommendation No. 3 will assist the Rancho Cucamonga Chamber of Commerce (RCCC) by providing funding from the Second District towards two years of Gold Sponsor sponsorships to support RCCC initiatives. This contract serves the public purpose of supporting the public welfare, and creating, maintaining and growing jobs and economic value, and providing safety and social service needs of residents by supporting local business visibility and economic development through Shop Local initiatives, promoting community engagement through various events and public education and outreach efforts to disseminate important information and updates to the community, and strengthening public safety partnerships for coordinated efforts to address public safety concerns. The RCCC is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 4 will assist the City of Colton (Colton) by contributing funding to purchase and equip an animal services vehicle for the Colton Police Department. This contract serves the public purpose of providing for public health and public safety and promoting the Countywide vision of ensuring development of a well-planned, balanced and sustainable County, and pursuing County goals and objectives by working with other agencies and stakeholders. Colton acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.

 

Under the Board Discretionary Fund Priorities Program contract terms, the CEO, at the direction of the identified Supervisor, may extend the terms of the contracts, in writing, under the following conditions: 

 

a.                     In aggregate, all extensions do not exceed 12 calendar months;

b.                     Is specifically requested by the contractor;

c.                     Will not change the project goals or scope of services;

d.                     Is in the best interest of the County and contractor in performing the scope of services under the contract; and

e.                     Does not alter the amount of compensation under the contract.

 

Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10.  Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies.  Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects.  All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
