Recommendation
Approve Amendment No. 1 to Contract No. 23-612 with CML Security, LLC, increasing the contract amount by $320,000 from $420,000 to $740,000, to address additional need for maintenance, repairs, and emergency services of facilities’ locks, sliders, doors, and hardware and add services to the Training Center, for the period of July 1, 2023 through June 30, 2026, with the option to extend the term by one additional two-year period or two additional one-year periods.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Adequate appropriation has been included in the Probation Department’s (Probation) 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Probation facilities require the ongoing maintenance and repair of locks, sliders, doors, and hardware (Services). To ensure the ongoing safety of both staff and individuals housed at these facilities, and prolong the useful life of facility locks, sliders, doors, and hardware, contracted services are recommended.
On June 27, 2023 (Item No. 121), as the result of a Request for Proposals performed by County of Orange Sheriff-Coroner Department (OCSCD), the Board of Supervisors approved Contract Nos. 23-611 and 23-612 with CML Security, LLC (CML) for the Sheriff/Coroner/Public Administer (Sheriff) and Probation, respectively, for Services.
The Probation contract only supports maintenance for three facilities and a limited number of locks. In December 2023 during the walk-through with Probation Safety Officers and CML for the scheduled maintenances, it was discovered that a substantial quantity of required Services had not been added to the contract, in addition to the need for Services at Probation’s Training Center.
Approval of this item ensures the ongoing maintenance, emergency service maintenance and repair of locks, sliders, doors, and hardware to all four Probation facilities.
