Recommendation
Approve non-financial agreement with the University of Southern California for student interns to train, earn internship hours, and gain valuable field experience for the period of December 18, 2019 through November 30, 2024.

FINANCIAL IMPACT
This recommended agreement is non-financial in nature and as such, will not impact Discretionary General Funding (Net County Cost). The Department of Public Health (DPH) has agreed to pay the costs to obtain Department of Justice clearances, estimated to be $1,400 over the term of the agreement, dependent upon the number of student placements. Adequate appropriation and revenue have been included in DPH’s 2019-20 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of this student internship agreement extends the current relationship between DPH and University of Southern California (USC), and allows USC students to participate and gain valuable field experience for the period of December 18, 2019 through November 30, 2024. Through this agreement, DPH will provide learning experiences that will help students receive the skills they need to prosper in the 21st century economy, which aligns with the San Bernardino Countywide Vision2Succeed initiative.
DPH provides learning opportunities for students, teachers, and volunteers, which utilize qualified public health professional staff in a variety of areas, including nursing, physical therapy, epidemiology, nutrition, health education, environmental health, social work, and administration. Under the supervision and guidance of DPH staff, student interns earn required internship hours while providing the department a volunteer workforce.
DPH has utilized template agreements approved by the Board of Supervisors (Board) with education facilities for these services since August 2006. The agreement with the University of Southern California contains negotiated mutual indemnification clauses and a specific five year term that differs from the template language, thus requiring Board approval.
