RECOMMENDATION(S)
Recommendation
1. Approve Revenue Contract (State Revenue Agreement No. MS-2021-17) with the California Department of Aging in the amount of $1,478,311 to provide Multipurpose Senior Services Program services for the period of July 1, 2020 through June 30, 2021.
2. Adopt a Resolution, as required by the California Department of Aging, authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. MS-2021-17, on behalf of the County, subject to review by County Counsel, for the period of July 1, 2020 through June 30, 2021.
3. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to transmit all documents and amendments to the Clerk of the Board within 30 days of execution in relation to the State Revenue Agreement No. MS-2021-17.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). Multipurpose Senior Services Program (MSSP) funds in the amount of $1,478,311 are 50% State ($739,155) and 50% Federal ($739,156). Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2020-21 budget.
BACKGROUND INFORMATION
The Federal Older Americans Act (OAA) promotes the welfare and dignity of older adults by providing valuable services in order to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens. In 1976, the State of California designated the County of San Bernardino as an Area Agency on Aging. As a result of this designation, DAAS receives funding to administer MSSP services.
MSSP includes a wide range of social and healthcare management services, including housing; minor home repair; non-medical home equipment; chores; personal care; respite - in-home, respite - out-of-home, transportation escort; transportation - one-way trip; nutritional meal services; and communication devices. DAAS anticipates providing services to 276 eligible clients in 2020-21.
The California Department of Aging requires the requested Resolution to execute all documents, including any subsequent non-substantive amendments, in relation to the Revenue Contract on behalf of the County, subject to review by County Counsel.
On June 3, 2020, DAAS received notification of State Revenue Agreement No. MS-2021-17. This item is being presented at this time, as this is the first date available following the required operational, fiscal, and legal reviews. Approval by the Board of Supervisors on this date will have no impact on DAAS’ services or activities.
