Recommendation
1. Approve Amendment No. 1 to Professional Services Agreement No. 23-1334 with Cal Med Physicians and Surgeons, Inc. to add a vascular surgery program director and a residency program coordinator for the surgical residency programs at Arrowhead Regional Medical Center, increasing the contract amount by $389,250, from $31,362,150 plus variable amounts to $31,751,400 plus variable amounts, with no change to the contract term of January 1, 2024 through December 31, 2026.
2. Direct the Clerk of the Board of Supervisors to maintain the confidentiality of the Amendment pursuant to Health and Safety Code Section 1457(c)(1).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Actual costs for services are funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in Arrowhead Regional Medical Center (ARMC) 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Amendment No. 1 (Amendment) to Agreement No. 23-1334 (Agreement) with Cal Med Physician and Surgeons, Inc. (CalMed) will enable the addition of two positions - a vascular surgery program director and a residency program coordinator - to aid the success of ARMC’s surgical resident physicians. ARMC is adding vascular surgery as new specialty for selected resident physicians which requires a program director. The vascular surgery program director will have the primary responsibility of preparing resident physicians to function as specialists in vascular disease management. The residency program coordinator is a new position that ARMC needs to provide administrative support and coordination for its surgical services graduate medical education program.
On December 19, 2023 (Item No. 21), as the result of a non-competitive procurement, the Board of Supervisors approved the Agreement with CalMed for surgical services at ARMC in the amount of $31,362,150, plus variable costs, for the period of January 1, 2024 through December 31, 2026.
Pursuant to Health & Safety Code section 1457(c)(1), the records of a hospital or any other county medical facility which reveal the rates of payment for health care services purchased by the hospital or other medical facility are not considered public records subject to disclosure under the California Public Records Act or any other law requiring the disclosure of records for a period of three years following execution of a related contract establishing rates of payment.
ARMC recommends approval of the Amendment, for the safety, health and social services needs of County residents by allowing ARMC to continue to provide patient care at ARMC and associated clinics.
