Approve and authorize the submission of a grant application to the California Department of Social Services for the General Child Care and Development Program, in the amount of $3,254,472, for the period of July 1, 2023 through June 30, 2024.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The funding application in the amount of $3,254,472 to the California Department of Social Services (State) for the General Child Care and Development Program (CCTR) does not require a match.

 

BACKGROUND INFORMATION

Preschool Services Department (PSD) will use the CCTR grant funds to expand the provision of education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 3, as well as referrals to health and social services for families, and staff development opportunities to employees.  The services cover full-day childcare and programs that include identification of mental health or disabilities needs, family engagement, and engagement with community programs and services.  These services will address the lack of affordable infant and toddler care, thereby assisting low-income families by removing an obstacle to adults’ working full-time.

 

To receive ongoing funding for this program, PSD must submit an annual continued funding application. PSD was notified in December 2022 that the continued funding application for Year Two funds was initially due on January 20, 2023.  Due to the need for the Board of Supervisors (Board) approval to submit the application, PSD was granted an extension through March 22, 2023.  PSD is requesting approval to submit an application in the amount of $3,254,472 for the period of July 1, 2023 through June 30, 2024, to provide full-day CCTR services to an estimated 150 children at the estimated annual cost of $21,696 per child.  Upon receipt of CCTR Year Two grant award, PSD will return to the Board to accept funding and for approval of the grant award agreement(s).

 

The 2022-23 CCTR application for Year One funding in the amount of $2,087,091, with a three-year grant period of April 1, 2022 through March 31, 2025, was approved by the Chief Executive Officer on January 14, 2022, and was submitted to the State the following week.  Year One of the grant was approved in the amount of $3,254,472 by the State on June 3, 2022, for the period of July 1, 2022 through June 30, 2023.  As this is a new program that required planning and initial setup for implementation, service delivery is scheduled to begin in late March 2023. Therefore, PSD will receive a pro-rata portion of this award in the amount of $813,618 in March or April 2023 for services provided from the initial delivery date through June 2023 (the end of the Year One program year).  PSD will return to the Board to accept funds and for approval of any grant award agreement(s), upon receipt of this Year One grant funding.
