FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The proposed increased amount of $1,153,207, from the current Contract No. 23-1119 (Contract) amount of $1,115,985 to a new not to exceed amount of $2,269,192 is funded within the Sheriff/Coroner/Public Administrator’s (Department) 2025-26 budget allocation and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department’s Detentions and Correctional Bureau, Health Services Division, is responsible for the health maintenance of all inmates and has an ongoing requirement to provide dialysis services, as medically needed, to inmates housed within San Bernardino County’s correctional facilities. Since 1998, the Department has contracted with outside dialysis providers to provide on-site treatment, which improves public safety and is more efficient and cost-effective than transporting inmates to a clinic for treatment.
On October 3, 2023 (Item No. 50), the Board of Supervisors (Board) approved Contract No. 23-1119 with NaphCare, Inc., including non-standard terms, in an aggregated amount not to exceed $1,115,985, for the term of October 3, 2023 through September 30, 2026, with the option to extend the term for one additional two-year period, or two additional one-year periods, to provide dialysis services to individuals incarcerated in County’s correctional facilities.
The proposed Amendment No. 1 will allow the continuation of correctional facility dialysis services, increase the contract amount by $1,153,207, and extend the contract term for an additional two-year period, through September 30, 2028.
The Department may terminate the contract upon 90 days’ advance written notice, and NaphCare, Inc. may terminate upon 180 days’ advance written notice.
PROCUREMENT
Not applicable.
