Recommendation
Adopt Resolution to accept Cataba Road from El Centro Road to Ranchero Road, El Centro Road from Cataba Road to Coyote Trail, and Coyote Trail from El Centro Road to Ranchero Road in the Oak Hills area into the County Maintained Road System, pursuant to Streets and Highways Code Section 941.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). It will cost less than $1,000 to update the Department of Public Works (Department) records, while future road maintenance costs will be funded by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2022-23 Road Operations budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Highway Planning Technical Committee (HPTC) convened on September 28, 2022, to discuss the acceptance of the following roads in the Oak Hills area, into the County Maintained Road System (CMRS):

These roads surround the Oak Hills High School, which was constructed in 2009, but were not requested to be brought into the CMRS at that time. Currently, the Department’s Transportation Planning Division is proposing a project to realign Cataba Road, from El Centro Road to Ranchero Road, to improve the alignment with the portion of Cataba Road located south of Ranchero Road; therefore, the proposed roads are being recommended to be brought into the CMRS for the County can complete the proposed project and maintain the paved roadways surrounding the high school.
Pursuant to Streets and Highways Code section 941, the Board of Supervisors may accept into the CMRS roads that are necessary for public convenience. The HPTC determined at its September 28, 2022 meeting that the proposed roadways connect to paved existing CMRS roads and meet right-of-way width requirements and therefore meet the Department criteria for accepting roads into the CMRS.
This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety, health, and social service needs of County residents by ensuring the proper maintenance of these sections of roadway.
