Recommendation
Authorize the Auditor-Controller/Treasurer/Tax Collector to post a budget adjustment to the 2025-26 budget, in the amount of $149,400, for the payment of Origami Risk LLC’s Environmental Health and Safety Systems software implementation services, approved by the Board of Supervisors for purchase on June 18, 2025, with implementation delayed until August 2025 (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of $149,400 for the purchase of software implementation services for the Environmental Health and Safety (EHS) modules, which is a capital asset, will be funded by the Risk Management Operations fund’s application development savings. Adequate appropriation is included in the Department of Risk Management (DRM) 2025-26 budget.

BACKGROUND INFORMATION
Approval of the recommended action will allow DRM to proceed with implementation of the Origami EHS software module. On June 18, 2025 (Item No. 83), the EHS module and its implementation costs were approved by the Board of Supervisors (Board) as part of Amendment No. 3 to Contract No. 23-1026 for payment during the 2024-25 fiscal year. Due to the short time frame, the vendor, Origami Risk LLC, was not able to begin implementation services until the 2025-26 fiscal year. DRM received the first invoice for implementation services in August 2025, after the 2024-25 budget period ended. The cost of EHS implementation services is not included in DRM’s capital budget for fiscal year 2025-26. Pursuant to County Policy 11-04 SP 2, Board approval is required to add a capital expenditure to the 2025-26 budget with a unit value of $50,000 or more.
On June 18, 2025 (Item No. 83), the Board approved Amendment No. 3 to Contract No. 23-1026 with Origami Risk LLC, for the addition of Environmental Health and Safety System modules to the automated claim system, increasing the total not-to-exceed contract amount by $1,286,525, from $1,813,445 to $3,099,970, with no change to the contract period of September 27, 2023, through September 26, 2028; and approved the purchase of Environmental Health and Safety Systems modules and implementation services as unbudgeted fixed assets through Contract No. 23-1026 with Origami Risk LLC, in an amount not to exceed $691,614.
Approval of the recommended action will allow Risk Management department to proceed with payment of the invoice for the software implementation services.
