RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Big Bear Valley Recreation and Park District:

1.                     Accept a cash donation of $256,100 from The Friends of the Big Bear Alpine Zoo for use towards the Installation of Shade Structures at the Big Bear Alpine Zoo Project.

2.                     Approve Capital Improvement Program Project in the amount of $304,472 for the Installation of Shade Structures at the Big Bear Alpine Zoo Project. 

3.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as detailed in the Financial Impact section, for the Installation of Shade Structures at the Big Bear Alpine Zoo Project (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost for Installation of Shade Structures at the Big Bear Alpine Zoo Project (Project) is $304,472. The Big Bear Valley Recreation and Park District (District) will receive a cash donation of $256,100 from The Friends of the Big Bear Alpine Zoo (FOBBAZ) for the Project. The remaining Project cost of $48,372 will be funded by the use of the District’s Available Reserves.

BACKGROUND INFORMATION

FOBBAZ is a 501(C)(3) non-profit agency. Since 1989, FOBBAZ has supported the Big Bear Alpine Zoo (Zoo) by providing financial support through fundraising and other initiatives, with the purpose of enhancing the Zoo’s development and programs designed to improve the visitor experience. In addition, FOBBAZ provides docent assistance, special event coordination, and other vital support functions for the Zoo.

 

In 2022, FOBBAZ administrated a fundraising campaign to provide shade for the animals and guests at the Zoo. Shade is important as it improves animal welfare and offers a more comfortable experience for guests, thus encouraging guests to continue to patronize the Zoo, even on those hotter days that are becoming more frequent. The CIP Project, which will be funded primarily through acceptance of the cash donation from FOBBAZ, will add six total shade structures at the Zoo. The structures will be constructed to withstand the weather patterns that are typical for the Big Bear area.

 

Per County Policy 06-01 and Standard Practice 06-01SP, Board of Directors approval is required to accept gifts or donations valued over $10,000.
