RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of the Inland Counties Emergency Medical Agency, approve non-financial agreement with the San Bernardino County Fire Protection District, for the provision of Basic Life Support, Advanced Life Support, Interfacility Transport, and Critical Care Transport services within the San Bernardino County Fire Protection District and during mutual aid responses when requested, effective upon full execution and continuing in effect until terminated in accordance with the provisions of the agreement.

FINANCIAL IMPACT

Approval of this agreement will not result in the use of Discretionary General Funding (Net County Cost) as this is a non-financial agreement.

 

BACKGROUND INFORMATION

Inland Counties Emergency Medical Agency (ICEMA) serves as the Local Emergency Medical Services Agency (LEMSA) for San Bernardino, Inyo, and Mono Counties and is responsible for planning, implementing, and evaluating the emergency medical services (EMS) system pursuant to California Health and Safety Code, Division 2.5. ICEMA exercises statutory medical control over EMS providers operating within its jurisdiction and ensures compliance with State regulations and locally adopted protocols governing staffing, training, equipment, communications, documentation, and quality improvement.

 

State law requires the local LEMSA to enter into agreements with providers of Basic Life Support (BLS), Advanced Life Support (ALS), Interfacility Transport (IFT), and Critical Care Transport (CCT) to outline responsibilities and protocols of the provider related to those services. The agreement also requires compliance with ICEMA’s electronic patient care reporting and data integration requirements, with such data incorporated into ICEMA’s Continuous Quality Improvement Program.

 

Approval of the agreement between ICEMA and San Bernardino County Fire Protection District (SBCFPD) will allow SBCFPD to continue to provide BLS, ALS, IFT, and CCT transport services within its defined geographic operating areas pursuant to the licensing authority of, and adhering to ICEMA policies, procedures, and protocols. Either party may terminate the Agreement upon 90 days’ written notice.
