RECOMMENDATION(S)

Recommendation

1.                     Declare the following fixed asset equipment that is fully depreciated as surplus to the County’s needs:

a.                     2008 Polaris 700RMK155 Snowmobile, Equipment No. 069088, Vehicle Identification Number SN1PM7JS48C352632.

b.                     2008 Polaris 700RMK155 Snowmobile, Equipment No. 069066, Vehicle Identification Number SN1PM7JS98C352657.

c.                     1992 R&S transport trailer, Equipment No. 035086, Vehicle Identification Number 406U10100N1023771.

2.                     Approve the waiver of County Policy 12-18 and authorize the Sheriff/Coroner/Public Administrator to donate the surplus property referenced in Recommendation No. 1 to Mono County.

3.                     Authorize the Sheriff/Coroner/Public Administrator, Undersheriff, or Assistant Sheriff to execute the Bill of Sale related to the transfer of the surplus property referenced in Recommendation No. 1.

4.                     Authorize title transfer of the surplus property referenced in Recommendation No. 1 to Mono County.

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

On January 24, 2008, the Sheriff/Coroner/Public Administrator (Department) purchased two 2008 Polaris 700RMK155 snowmobiles (Units) to be utilized by Bear Valley Search and Rescue to operate rescue missions in the County’s wilderness areas in support of the Department, and mutual aid rescue missions upon request. The Units require expert trained personnel to operate, and after over a decade in service, the Units and the associated 1992 R&S transport trailer (Trailer), used to transport the Units, are costly to maintain or repair. The Department currently has two other snowmobiles purchased in 2018, among other search and rescue vehicles capable of driving on snowed areas not accessible to other types of vehicles.

 

To ensure the referenced equipment continues to benefit the law enforcement community and the citizens throughout the state, the Department contacted other county sheriff’s offices to find out if they were interested in receiving the equipment to be used by their search and rescue teams. Mono County accepted the offer and will be required to accept the Units and Trailer in an “as is” condition and release the County of any liability as a condition of accepting the donation.

 

Approval of Recommendation No. 1 will declare the Units and Trailer as surplus to the County’s needs.  Approval of Recommendation Nos. 2 and 3 will approve the waiver of County Policy 12-18 and authorize the Department to complete the donation and title transfer of the Units and Trailer to Mono County, California.

 

PROCUREMENT

County Policy 12-18 requires property with an estimated value of $10,000 or more be declared surplus by the Board of Supervisors and requires the Purchasing Agent to initiate action to move property as designated in this item, or to arrange for disposition.
