RECOMMENDATION(S)
Recommendation
Acting as the governing body of Inland Counties Emergency Medical Agency:
1. Accept grant award and approve Grant Agreement (State Grant Agreement No. 22-10676) with the California Department of Public Health, Emergency Preparedness Office for the Hospital Preparedness Program in the amount of $2,970,554, with a grant performance period of July 1, 2022 to June 30, 2027.
2. Accept grant award and approve Grant Agreement (State Grant Agreement No. 22-10705) with the California Department of Public Health, Emergency Preparedness Office for Regional Disaster Planning activities in the amount of $322,730, with a grant performance period of July 1, 2022 through June 30, 2027.
3. Authorize the Deputy Executive Officer, the EMS Administrator, or the Assistant EMS Administrator to execute the Grant Agreements referenced in Recommendation Nos. 1 and 2, and any non-substantive project modifications and amendments in relation to these grants, subject to review by County Counsel.
4. Direct the Deputy Executive Officer, the EMS Administrator, or the Assistant EMS Administrator to transmit the Grant Agreements referenced in Recommendation Nos. 1 and 2, and any amendments in relation to these grants, to the Secretary of the Board of Directors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) and will allow Inland Counties Emergency Medical Agency (ICEMA) to accept two grant awards, in the total amount of $3,293,284, from the California Department of Public Health (CDPH). Sufficient appropriation and revenue will be included in ICEMA’s 2023-24 recommended budget and in future recommended budgets.
BACKGROUND INFORMATION
ICEMA is the local Emergency Medical Services (EMS) agency for the counties of San Bernardino, Inyo, and Mono. ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care facility.
The Hospital Preparedness Program (HPP) provides support to local hospitals and other healthcare facilities to improve and enhance community and healthcare system preparedness for medical and public health emergencies. This program increases the County’s ability to support effective mutual aid by providing disaster supplies and purchasing equipment, such as disaster medical shelters and personal protective equipment, for healthcare facilities in a disaster, and ensuring greater cost recovery for County disaster services.
Regional Disaster Planning grant funding is provided by CDPH for the Health Care Coalition, that coordinates the County’s health care organizations, to develop continuity plans and assist with medical readiness. The hospitals request disaster items annually. This grant funding also supports stakeholder assistance with disaster planning.
CDPH contacted ICEMA to advise that this additional funding is available for another five-year cycle for support of County Disaster Preparation efforts. HPP and Regional Disaster Planning Grants both have a five-year performance period, and do not require a formal application process. The amount of each grant is allocated based on the County’s population. On September 12, 2017 (Item No. 74), the Board of Directors (Board) approved a grant award with CDPH for HPP and the Regional Disaster Planning for the period of July 1, 2017 through June 30, 2022.
Approval of this item would authorize acceptance of the grants from CDPH and allow ICEMA to provide support to local hospitals and other healthcare facilities to enhance healthcare system preparedness for emergencies.
ICEMA is recommending approval of these grants at this time by the Board as the grant agreements were received from CDPH on March 10, 2023. This item is being presented at this time as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Adding the Deputy Executive Officer as an authorized agent will allow for the timely submission of required reports, reimbursements, and other grant documents, which is imperative for ensuring that funding is fully utilized.
