Recommendation

Approve contract with Milestone Computer Technology, Inc. - Greenlake for the replacement of server hardware with a new server environment, hardware, services, support and five-year warranty, in the amount of $6,007,346 for the five-year period of June 13, 2023 through June 12, 2028.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The cost of $6,007,346 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

This contract with Milestone Computer Technology, Inc. - Greenlake (Milestone) will allow ARMC Information Management Department (ARMC-IM) to replace the existing server hardware in the Information Technology infrastructure server environment that has been in use for more than five years and is at the end of life and support. The existing server has obsolete systems that are no longer supported, are unable to run newer applications, and lack the performance needed to support increased workload on existing applications. 

 

ARMC recommends approval of the contract as it will allow ARMC-IM to expand and grow services and server flexibility over the next five years. The new server environment will include hardware, services and support, and a five-year warranty. Milestone will provide the underlying infrastructure for the processing, storage, networks, and other fundamental computing resources that ARMC does not manage or control. 

 

PROCUREMENT

The County Administrative Office approved Request for Proposal (RFP) No. ARMC123-ARMC-4769 for Operations Server Refresh on December 12, 2022. The intent of the RFP was to procure services to refresh ARMC’s Operations Server. On December 14, 2022, the RFP was released through the County’s Electronic Procurement (ePro) network. Five proposals were received in response to the RFP. 

 

Evaluation of the proposals was completed by a committee comprised of representatives from ARMC-IM. All proposals were evaluated based on the criteria of qualification, experience, technical, financials, cost, and references. The evaluation committee determined that Milestone best meets ARMC’s needs and recommended award of a contract.

On May 4, 2023, a tentative award letter was sent to Milestone. On that same day, the unsuccessful agencies were notified in writing that they may protest the qualification review by submitting a formal protest letter to Purchasing within 10 calendar days of the non-selection letters.  No protests were received.

 

The Purchasing Department approves this procurement based on the formal, competitive solicitation referenced above.
