RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to the CalMedForce Awardee Grant Agreement No. 19-569 with Physicians for a Healthy California, to amend contract-reporting requirements, with no changes to the total amount of $900,000, or the total period of July 1, 2019 through September 30, 2023.

2.                     Approve Amendment No. 1 to the CalMedForce Awardee Grant Agreement No. 19-570 with Physicians for a Healthy California, to amend contract-reporting requirements, with no changes to the total amount of $675,000, or the total period of July 1, 2019 through September 30, 2022.

3.                     Approve Amendment No.1 to the CalMedForce Awardee Grant Agreement No. 19-571 with Physicians for a Healthy California, to amend contract-reporting requirements, with no changes to the total amount of $225,000, or the total period of July 1, 2019 through September 30, 2022.

4.                     Approve Amendment No. 1 to the CalMedForce Awardee Grant Agreement No. 19-572 with Physicians for a Healthy California, to amend contract-reporting requirements, with no changes to the total amount of $1,500,000, or the total period of July 1, 2019 through September 30, 2023.

5.                     Approve Amendment No.1 to the CalMedForce Awardee Grant Agreement No. 20-566 with Physicians for a Healthy California, to amend contract-reporting requirements, with no changes to the total amount of $600,000, or the total period of July 1, 2020 through September 30, 2024.

FINANCIAL IMPACT

Approval of the item does not impact Discretionary General Funding (Net County Cost) as the grant funds do not require matching funds. The grant funding will be used to support direct costs including resident and faculty salaries, simulation training, ultrasound equipment and training, faculty development, and resident and faculty travel expenses for presenting at local, regional, and national conferences as part of the program’s scholarly activity requirements. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2021-22 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Physicians for a Healthy California (PHC) is requiring all CalMedForce grant recipients, including Arrowhead Regional Medical Center (ARMC) , to amend all grant Agreements to add new contract clauses to each Agreement. These clauses will require ARMC’s compliance on the following actions: (1) Notify PHC of any investigations by any accreditation organization(s) or a governmental entity, within seven business days, and (2) Cooperate and promptly respond to any reasonable inquiry or request for information by PHC.

 

Funding from CalMedForce Grant Agreements allow ARMC to support the educational training for Obstetrics and Gynecology, Emergency Medicine, Internal Medicine, and Family Medicine Residency Programs.

 

On August 20, 2019 (Item No. 8), the Board of Supervisors (Board) approved Grant Agreements No. 19-569 in the total amount of $900,000 for the total period of July 1, 2019 through September 30, 2023; No. 19-570 in the amount of $675,000 for the total period of July 1, 2019 through September 30, 2022; No. 19-571 in the total amount of $225,000 for the total period of July 1, 2019 through September 30, 2022; and No. 19-572 in the total amount of $1,500,000 for the total period July 1, 2019 through September 30, 2023, for the training of primary and emergency physicians in California and funding for graduate medical education at ARMC’s Obstetrics and Gynecology, Internal Medicine, Family Medicine, and Emergency Medicine Residency Programs.

 

On July 14, 2020 (Item No. 7), the Board approved Grant Agreements No. 20-566 in the total amount of $600,000 for the total period of July 1, 2020 through September 30, 2024; No. 20-567 in the total amount of $300,000 for the total period of July 1, 2020 through September 30, 2023; No. 20-568 in the total amount of $360,000 for total period of July 1, 2020 through September 30, 2023; and No. 20-569 for the total amount of $600,000 for the total period July 1, 2020 through September 30, 2024; for the training of primary and emergency physicians in California and funding for graduate medical education at ARMC’s Obstetrics and Gynecology, Internal Medicine, Family Medicine, and Emergency Medicine Residency Programs
