RECOMMENDATION

Recommendation

1.                     Approve Amendment No. 5 to Contract No. 19-509 with Pacific Coast Elevator dba Amtech Elevator Services, to increase the contract by $12,240 from $1,573,675 to $1,585,915, with no change to the contract term of August 1, 2019 through July 31, 2024, to add elevator services on the premises located at 412 Hospitality Lane and 323 Court Street in San Bernardino.

2.                     Approve Amendment No. 1 to Contract No. 19-510 with Pacific Coast Elevator dba Amtech Elevator Services, to add two additional service locations, for non-routine/unforeseen repairs, with no change to the total cost of $500,000, or the contract term of August 1, 2019 through July 31, 2024.

FINANCIAL IMPACT

Approval of the recommended contract amendments will not require additional Discretionary General Funding (Net County Cost). There will be no changes to the term or total $500,000 cost for Contract No. 19-510 with Pacific Coast Elevator dba Amtech Elevator Services (Amtech). The annual costs for Contract No. 19-509 with Amtech, in the not-to-exceed amount of $1,585,915, are reflected in the table below (with 2019-20 being for 11 months and 2024-25 for one month), and will not increase during the term of the contract:

BACKGROUND INFORMATION

On July 23, 2019 (Item No. 38), the Board of Supervisors (Board) approved Contract No. 19-509 with Amtech for the period of August 1, 2019 through July 31, 2024, to provide elevator maintenance services at 29 County-owned facilities, including the County Government Center.  It also approved Contract No. 19-510 with Amtech in an amount not to exceed $500,000 for non-routine/unforeseen repair services of vertical transportation systems for 29 County-owned facilities for the period of August 1, 2019 through July 31, 2024.

 

On October 22, 2019 (Item No. 36), the Board approved Amendment No. 1 to Contract No. 19-509 to increase the contract by $12,255 from $1,659,900 to $1,672,155 to provide wheelchair lift service in the County Government Center, with no change to the contract term of August 1, 2019 through July 31, 2024.

 

On October 28, 2019 the Project and Facilities Management Department (PFMD) was notified of the pending modernization construction project of the two passenger elevators located at the County Government Center.

 

On April 21, 2020 (Item No. 59), the Board approved Amendment No. 2 to Contract No. 19-509 to decrease the contract by $61,200 from $1,672,155 to $1,610,955 to remove elevator service from the County Government Center during the scheduled modernization construction project, with no change to the contract term of August 1, 2019 through July 31, 2024.

 

On September 29, 2020 (Item No. 61), the Board approved Amendment No. 3 to Contract No. 19-509 to decrease the contract by $58,880 from $1,610,955 to $1,552,075 to remove elevator service at two County-owned facilities in San Bernardino, with no change to the contract term of August 1, 2019 through July 31, 2024.

 

On December 13, 2022 (Item No. 49), the Board approved Amendment No. 4 to Contract No. 19-509 to increase the contract by $21,600 from $1,552,075 to $1,573,675 to add elevator services back to the County Government Center following the conclusion of the modernization construction project stated above, with no change to the contract term of August 1, 2019 through July 31, 2024.

 

On December 13, 2022 (Item No. 70), the Board approved the acquisition of improved property for office space located at 412 Hospitality Lane in San Bernardino.

 

Approval of this item will approve Amendment No. 5 to existing Contract No. 19-509 with Amtech and will add elevator service for two passenger elevators at the newly acquired County Building at 412 Hospitality Lane in San Bernardino and for one passenger elevator at the newly constructed location at 323 Court Street in San Bernardino.

 

Approval of Amendment No. 1 to existing Contract No. 19-510 with Amtech will add the two service locations identified above, with no changes to the term or total cost for non-routine/unforeseen repairs.
