Recommendation

Approve Amendment No. 3 to Contract No. 20-881 with California Department of Public Health for the provision of Coronavirus rapid testing laboratory equipment and supplies, at no cost, extending the term of the contract by seven months, for a total term of September 11, 2020 through October 31, 2022.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The amendment and underlying agreement with California Department of Public Health (CDPH) is non-financial in nature.

 

BACKGROUND INFORMATION

Approval of this amendment to Contract No. 20-881 will allow Arrowhead Regional Medical Center (ARMC) to continue using PerkinElmer instruments to test patients for Coronavirus (COVID-19) who are pending hospital admission for surgery or other procedures at no cost to the County. CDPH has contracted with PerkinElmer to provide laboratory equipment and supplies for laboratory testing of COVID-19. ARMC is currently performing about 400 tests per week. The advantage to performing these tests in the ARMC Lab is shorter testing turnaround time for pre-operative patients and cost savings from not having to use external labs.

 

On September 17, 2020, the County Chief Executive Officer (CEO), pursuant to the authority granted by the Board of Supervisors (Board), executed Contract No. 20-881 with CDPH for COVID-19 rapid testing laboratory equipment and supplies, at no cost, for the term of September 11, 2020 through January 31, 2021.  Contract No. 20-881 was subsequently ratified by the Board  on October 27, 2020 (Item No. 38).

 

On July 30, 2021, pursuant to the authority granted by the Board, the CEO executed Amendment No. 1 to Contract No. 20-881, extending the term of the contract through July 31, 2021.  Amendment No. 1 was subsequently ratified by the Board on March 9, 2021 (Item No. 18). On July 30, 2021, pursuant to the authority granted by the Board, the CEO executed Amendment No. 2 to Contract No. 20-881, extending the term of the contract through March 31, 2022.  Amendment No. 2 was subsequently ratified by the Board on August 24, 2021 (Item No. 22). 

 

ARMC recommends approval of Amendment No. 3 to Contract No. 20-881 to ensure the hospital continues to have an efficient way to conduct COVID-19 tests for patients pending hospital admission for surgery or other procedures at no cost to the County.
