Recommendation
Approve Amendment No. 2, effective December 7, 2021, to County Revenue Contract No. 21-409 (State Revenue Agreement No. AP-2122-20) with the California Department of Aging for Area Plan services, updating Exhibit B - Budget Display, Exhibit F - Consolidated Appropriations Act, Elder Justice, and Ombudsman Robotic Pets Funding, and increasing the total contract amount by $820,641, from $9,586,315 to $10,406,956, with no change to the contract period of July 1, 2021 through June 30, 2022 for the original funding, and extending the expense period for the $820,641 in additional funding through September 30, 2022.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $820,641 for Area Plan (AP) services is 100% Federal funding, allocated from the California Department of Aging (CDA). This funding is a result of additional awards for the Consolidated Appropriations Act (CAA), Social Security Act - Elder Justice Title XX and the Coronavirus Aid, Relief, and Economic Securities (CARES) Act. The increased amount allocated to the Department of Aging and Adult Services (DAAS) will be distributed to Title IIIC-2 Home Delivered Nutrition, Title VII Ombudsman and will also fund the new Robotic Companion Pet Project launched by CDA. Adequate appropriation and revenue have been included in the DAAS 2021-22 budget.
BACKGROUND INFORMATION
The Federal Older Americans Act (OAA) promotes the welfare and dignity of older adults by providing valuable services in order to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens. In 1976, the State of California designated the San Bernardino County as an Area Agency on Aging. As a result of this designation, DAAS receives funding to administer AP services through a revenue agreement with CDA.
AP services assist approximately 22,750 unduplicated clients annually. Services include congregate and home delivered meals, information and assistance, legal assistance, supportive services, personal care, assisted transportation and bus passes, family caregiver support, disease prevention, health promotion and Long-Term Care Ombudsman services, including elder abuse prevention programs.
The funding from the Consolidated Appropriations Act (CAA), H.R. 133, valid December 27, 2020 through September 30, 2022, will be allocated to the following AP programs: Title IIIC-2 Home Delivered Nutrition ($798,132) and Title VII Ombudsman ($19,086). The Title IIIC-2 Home Delivered Nutrition funds will provide an increased number of meals served to older adults by an estimated 88,000. DAAS contracts with three vendors that are currently providing Home Delivered nutrition services. Increased funding for the additional meals will be distributed to each vendor based on robust analysis of data and the unique needs of the communities served. The allocation to the Ombudsman Program will improve the capacity of the program to respond to and resolve complaints during the public health emergency. It will also support continued outreach and education on abuse and neglect to residents, families, and staff of the 305 long-term care facilities countywide.
The Coronavirus Aid, Relief, and Economic Securities (CARES) Act Funding- Robotic Companion Pet Project- Ombudsman valid April 1, 2020 through September 30, 2022, in the amount of $3,423 will be allocated to Title VII Ombudsman for the implementation of a new Robotic Companion Pet Project. The allocation for the Robotic Companion Pet Project will enable DAAS to purchase 20 electronic companion pets, which will be distributed to individual residents living in licensed long-term care facilities. The Project aims to increase participants’ engagement and enhance meaningful interactions for residents who may be experiencing social isolation during and after COVID-19. Stringent service and performance monitoring standards used in all AP programs will be applied, including monthly review of data and expenditure reports, to ensure the intended outcomes are met.
On June 8, 2021 (Item No. 11), the Board of Supervisors (Board) approved County Revenue Contract No. 21-409 (State Revenue Agreement No. AP-2122-20) in the amount of $8,609,469, to provide AP services, for the period of July 1, 2021 through June 30, 2022. In addition, this item adopted a resolution authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. AP-2122-20, on behalf of the County, subject to review by County Counsel.
On October 26, 2021 (Item No. 6), the Board approved Amendment No 1 to County Revenue Contract No. 21-409 (State Revenue Agreement No. AP-2122-20) increasing the total contract amount by $976,846, from $8,609,469 to $9,586,315, with no change to the contract period of July 1, 2021 through June 30, 2022.
