Recommendation
1. Authorize the Chief Executive Officer, Assistant Executive Officer, or Chief of Homeless Services to approve and execute any subsequent non-substantive amendments to the following contracts for the provision of Homeless Housing, Assistance and Prevention Round 2 and Round 3 Program services on behalf of the San Bernardino County Continuum of Care, subject to County Counsel review:

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The total cost for services will not exceed $3,024,096, of which $1,453,114 is funded by the State of California (State) Homeless Housing, Assistance and Prevention (HHAP) Round 2 Program block grant, and $1,570,982 is funded by the HHAP Round 3 Program block grant, both having been awarded to the San Bernardino City and County Continuum of Care (CoC). The CoC determines how these funds are expended, and the Office of Homeless Services (OHS) acts as the Administrative Entity, administering the grant on behalf of the CoC. Adequate appropriation and revenue have been included in the OHS 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The HHAP Grant Program, administered initially by the State Homeless Coordinating and Financing Council and followed by the California Interagency Council on Homelessness (Cal ICH), provides local jurisdictions with funds to support regional coordination and expand or develop local capacity to address immediate homelessness challenges. Since 2019, five rounds of HHAP funding have been made available to large cities, counties and Continuums of Care in the state. OHS, in its role as the Administrative Entity for the CoC, has submitted grant applications in each round of HHAP Program funding. To date, $12,856,550 in funds from HHAP Program Rounds 1 through 4 have been awarded to the CoC.
On March 12, 2024 (Item No. 19), the Board of Supervisors (Board) approved and authorized the submission of the HHAP Program Round 5 grant application to Cal ICH by the CoC in the estimated amount of $6,032,369. Cal ICH is expected to approve the HHAP Program Round 5 application in June 2024.
On September 13, 2022 (Item No. 21), the Board approved contracts with nine agencies shown in the table below for the provision of HHAP Round 2 Program services on behalf of the CoC. Although the Board originally approved an incorrect amount not to exceed $1,453,114, the individual contract amounts in the item were accurate and the combined amount not to exceed was actually $1,278,740, for the contract period of September 13, 2022, through June 30, 2026.

The Board approved three additional contracts for the provision of HHAP Round 3 Program services on behalf of the CoC on December 19, 2023 (Item Nos. 38 and 39), in a combined total of $1,021,424, with a contract period for the Cities of Ontario and San Bernardino of October 3, 2023 through June 30, 2026 and a contract period of July 1, 2023 through June 30, 2026 for Family Assistance Program, as follows:

Recently, three of the contracted agencies have indicated a need for minor budget amendments to the scope of work in their contracts. A recommendation authorizing the Chief Executive Officer (CEO), Assistant Executive Officer (AEO) or Chief of Homeless Services to approve and execute subsequent non-substantive amendments was not included when these contracts were initially approved. In order to expeditiously execute these and any future minor budget amendments with contracted agencies, OHS is requesting authorization for the CEO, AEO, or Chief of Homeless Services to approve and execute any subsequent non-substantive amendments to the contracts for the provision of HHAP Round 2 and Round 3 Program services on behalf of the CoC, subject to County Counsel review. OHS will return to the Board if a HHAP Round 2 or Round 3 Program contract requires substantial or significant amendments.
