FINANCIAL IMPACT
Approval of this item may result in the use of Discretionary General Funding (Net County Cost). The County’s annual expenditure for contracted nursing services is estimated at $41,592,000. Departments that require these services are responsible for ensuring there is adequate funding in the respective approved budgets and future recommended budgets. The impact on each department budget and Discretionary General Funding (Net County Cost) fluctuates based on the need for services.
BACKGROUND INFORMATION
The recommended contracts will allow multiple County departments to supplement staffing for daily operations. The County departments who will use the contracts include, but are not limited to, Arrowhead Regional Medical Center (ARMC), the Sheriff/Coroner/Public Administrator - Health Services Division (Sheriff), the Probation Department - Health Services Division (Probation), the Department of Behavioral Health (DBH), and the Department of Public Health. Departments use contracted medical staff to cover vacancies and absences of regular staff, and in emergency situations to meet required staffing levels.
Contracted nursing services are vital to maintain nurse-to-patient ratios required by Assembly Bill 394 passed in 1999. Ratios in acute care hospitals and psychiatric hospitals reflect the maximum number of patients that may be assigned to a Registered Nurse during one shift. In addition, some nursing units, such as the Neonatal Intensive Care Unit and Labor and Delivery Unit, require specialized training provided by the contractor(s).
PROCUREMENT
On March 29, 2023, Request for Proposal (RFP) No. AGENCY23-PURC-4933 for Nursing and Allied Positions Temporary Help Services was released through the County’s Electronic Procurement (ePro) network. Fifty-five proposals were received by the submittal deadline, and all were found to be responsive. An evaluation panel consisting of representatives from ARMC Nursing Administration, Probation, Sheriff, and DBH evaluated the proposals based on qualifications and experience, technical criteria such as training, quality control, and risk management. The evaluation committee recommends awarding contracts to the 49 vendors listed in Recommendation No. 1 to establish a service pool for departments.
Under the terms of the recommended contracts, the County reserves the right to terminate the contracts for convenience with 30 days’ advance written notice.
