RECOMMENDATION(S)
Recommendation
1. Approve non-financial Amendment No. 1 to Contract No. 23-338 (State Agreement Number M85071-7120) with the California Workforce Development Board, for the Regional Equity and Recovery Partnership Grant award, to implement college partnerships between regional community colleges and the Inland Empire Regional Planning Unit, comprised of the San Bernardino County and Riverside County Workforce Development Boards, extending the performance period by one year and two months, for a total contract period of May 9, 2023 through December 31, 2026, with no other changes to the contract.
2. Authorize the Chief Executive Officer or Director of the Workforce Development Department to execute Amendment No. 1 to Contract No. 23-338, any ancillary supporting documents and subsequent non-substantive amendments, subject to review by County Counsel.
3. Direct the Director of the Workforce Development Department to transmit Amendment No. 1 and subsequent non-substantive amendments, in relation to Contract No. 23-338, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Regional Equity and Recovery Partnership (RERP) Grant of $1,200,000 from the California Workforce Development Board to the Workforce Development Department (WDD) does not require local matching funds. Adequate appropriation and revenue have been included in WDD’s 2025-26 recommended budget.
BACKGROUND INFORMATION
The RERP Grant from the California Workforce Development Board (CWDB) for Local Workforce Development Board Regional Planning Units is to provide customer-training opportunities in partnership with Community Colleges. In 2016, CWDB designated Regional Planning Units, comprised of Local Workforce Development Boards, for implementing regional activities under the Workforce Innovation and Opportunity Act (WIOA). The Inland Empire Regional Planning Unit (IERPU) consists of the San Bernardino County Workforce Development Board (SBCWDB) and the Riverside County Workforce Development Board (RCWDB).
On May 5, 2022, the County Administrative Office authorized the submittal of the non-binding RERP Grant application to CWDB for $1,200,000 to enhance and expand existing cross-system planning of the IERPU and to provide funding to implement community college partnerships to serve 224 individuals regionally. These individuals were to be provided with training and job placement assistance in high-demand sector programs through regional community partners.
On October 13, 2023, SBCWDB as the IERPU fiscal lead agency, received notification that the RERP Grant application was approved in the requested amount. The SBCWDB received the contract on April 4, 2023, with a term date starting from the date of approval by the Board of Supervisors (Board) through October 31, 2025.
On May 9, 2023 (Item No. 56), the Board approved Contract No. 23-338 with the CWDB, in the amount of $1,200,000 and accepted the RERP Grant award, for the period of May 9, 2023 through October 31, 2025. Pursuant to the delegation of authority approved by the Board on June 8, 2021 (Item No. 93), the WDD Director executed a Service Agreement with RCWDB on July 13, 2023 to jointly implement and administer the RERP Grant funds as the IERPU. The term of the RERP Service Agreement expires on October 31, 2025.
Following approval of this item, pursuant to the delegation of authority made by the Board on June 8, 2021 (Item No. 93) and Section 4.1 of the Service Agreement, the WDD Director will amend the Service Agreement with RCWDB to extend the term of the Service Agreement to December 31, 2026.
On January 28, 2025, the CWDB announced that a no-cost period of performance extension was available to grant recipients. On January 29, 2025, WDD submitted an extension request to CWDB for review. On February 7, 2025, WDD was informed that the request was approved, and the CWDB provided WDD with a proposed contract amendment with a new period of performance end date of December 31, 2026.
