Recommendation
Approve Amendment No. 2 to Agreement No. 16-706 with Loma Linda University School of Medicine, exercising the second and final option to extend the contract term for one year, from July 1, 2021 through June 30, 2022, for the Sheriff/Coroner/Public Administrator, Coroner Division to provide a Forensic Pathology rotation for medical students.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). This agreement provides for reimbursement of costs associated with disposable non-surgical protective wear worn by medical students at the rate of $40 per student, per rotation, for an estimated 50 students per year. The amount charged is the Sheriff/Coroner/Public Administrator’s (Department) standard fee for protective wear, which is included in the County’s Fee Ordinance, Section 16.0226(v)(9)(A). The annual revenue from this agreement based upon the current County Fee Ordinance is estimated at $2,000.
BACKGROUND INFORMATION
The existing affiliation agreement provides for the safety, health, and social service needs of the County’s residents by supporting Loma Linda University School of Medicine’s (LLUSM) medical students and provides a rotation at the Department’s Coroner Division facility.
The Department has maintained an affiliation agreement with LLUSM since 2010 (March 2, 2010; Item No. 44), which permitted the Department to allow medical students to observe autopsies. On September 13, 2016 (Item No. 77), the Board of Supervisors (Board) approved Agreement No. 16-706, allowing for continued service for the period of September 13, 2016 through June 30, 2020, with the option to extend the term two additional one-year periods.
On May 19, 2020 (Item No. 88), the Board approved Amendment No. 1 for Agreement No. 16-706 extending the term through June 30, 2021. The proposed amendment will allow the Department to continue the rotational training for medical students through June 30, 2022 by mutual agreement of the Department and LLUSM. The agreement can be terminated for any reason with a 90-day written notice of termination.
