Recommendation

Approve Amendment No. 2, effective May 19, 2020, to Revenue Contract No. 18-116 (State Revenue Agreement No. FA-1718-20) with the California Department of Aging for Financial Alignment funds to provide counseling, support, and information regarding health coverage options to dual eligible Medicare and Medi-Cal beneficiaries, updating Exhibits A, B and E which revises the language to be consistent with federal reporting requirements with no change to the amount of $94,779 or contract term of February 15, 2018 through July 31, 2020.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). This item is funded with 100% Federal revenue allocated to the California Department of Aging (CDA) for Health Insurance Counseling and Advocacy Program (HICAP) Financial Alignment services. The Department of Aging and Adult Services (DAAS) budget was increased by a total of $21,799 in 2017-18, $51,181 in 2018-19, and $21,799 in 2019-20. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2019-20 budget and will be included in the 2020-21 recommended budget.

 

BACKGROUND INFORMATION

The recommended amendment from CDA updates exhibit documents to revise language for consistency with federal reporting requirements. Financial Alignment funds in the amount of $94,779 have been allocated to the County of San Bernardino for HICAP services through July 31, 2020. HICAP is the primary local source for assistance with Medicare benefits, prescription drug plans, and health plans. DAAS provides HICAP services to approximately 14,817 senior clients annually through a contract with Council on Aging-Southern California.

 

DAAS utilizes the CDA funds to provide HICAP services, which include outreach, education to providers and community-based partners, and to provide counseling and assistance to older adults and people with disabilities eligible for both Medicare and Medi-Cal (dual eligible beneficiaries) in understanding their options. Financial Alignment funds are also used to enroll dual eligible beneficiaries in managed care plans that integrate benefits and align financial incentives between Medicare and Medi-Cal. The goal is to promote delivery of medical, behavioral health, long-term institutional, home, and community-based services through a single organized system.

 

On March 20, 2018 (Item No. 4), the Board of Supervisors (Board) approved Revenue Contract No. 18-116 (State Revenue Agreement No. FA-1718-20) in the amount of $94,779, to provide Financial Alignment funds for HICAP outreach, education, and counseling related to Medicare and Medicaid services. In addition, this item adopted a resolution authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. FA-1718-20, on behalf of the County, subject to review by County Counsel.

 

On October 22, 2019 (Item No. 6), the Board approved Approve Amendment No. 1 to Revenue Contract No. 18-116 (State Revenue Agreement No. FA-1718-20) with the California Department of Aging for Financial Alignment funds extending the existing contract term from February 15, 2018 through December 21, 2019, to February 15, 2018 through July 31, 2020.
