RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Memorandum of Understanding No. 24-02 with the San Bernardino County Superintendent of Schools, revising the budget to reallocate funds within the budgeted categories, with no change to the contract amount not-to-exceed $800,000 or the period of July 1, 2023 through June 30, 2024.

2.                     Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to execute any subsequent non-substantive amendments and documents regarding Memorandum of Understanding No. 24-02, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments regarding Memorandum of Understanding No. 24-02 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). Payments made by the Department of Public Health (DPH) to the San Bernardino County Superintendent of Schools (SBCSS) under the Memorandum of Understanding (MOU) are not-to-exceed $800,000 and are funded by the California Department of Public Health’s (CDPH)’s COVID-19 Public Health Crisis Response and the Public Health Workforce Development Supplemental funding grant through the American Rescue Plan Act (ARPA) of 2021. Adequate appropriation and revenue are included in DPH’s 2023-24 budget.

 

BACKGROUND INFORMATION

The COVID-19 Public Health Crisis Response and Public Health Workforce Development Supplemental funding grant awarded to DPH may support elements to establish, expand, train, and sustain the local public health workforce with prevention, preparedness, response, and recovery initiatives, including school-based health programs.

 

In November 2023, DPH staff began collaborating with SBCSS regarding opportunities to develop a robust educational program, which would build and strengthen the next generation of healthcare workers through focused training, mentorship, and experimental learning. These discussions led to the development of a workforce development workplan, which included several initiatives, such as a clinical shadowing program, a young healthcare professional camp, Community Health Worker classes, Cardiopulmonary Resuscitation class, suicide prevention training, and a Medical Leaders of Tomorrow mentoring program.

 

On January 9, 2024 (Item No. 33), the Board of Supervisors approved MOU No. 24-02 between DPH and SBCSS to implement the workforce development workplan, in the amount not-to-exceed $800,000, for the period from July 1, 2023 through June 30, 2024.

 

In February 2024, SBCSS proposed a budgetary change to the MOU which would shift funding between approved categories, allowing more funding to directly benefit healthcare staff working with patients. The recommended amendment will allow SBCSS to reallocate $30,000 originally budgeted for microgrants to elementary and middle schools towards increasing the Clinical Shadowing Program by $15,000 (to $75,000 total) and the Young Healthcare Professional Camp by $15,000 (to $75,000 total). In addition, recommended changes to Suicide Prevention Training will reduce the keynote speakers' budget by $10,000 (to $15,000 total) and increase Peer-to-Peer programs by $10,000 (to $25,000 total).
