Recommendation

Approve Amendment No. 1 to Revenue Contract No. 21-408 (State Revenue Agreement No. TV-2122-20) with the California Department of Aging to provide Senior Community Services Employment Program services, updating Exhibit B - Budget Detail, Payment Provisions, and Closeout, Exhibit B, Attachment 1 - Budget Display and Exhibit B, Attachment 2 - Budget Display, Exhibit D - Special Terms and Conditions, increasing the amount by $743,099, from $330,042 to $1,073,141, and extending the contract period one year, for a total contract period of July 1, 2021 through June 30, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The Senior Community Service Employment Program (SCSEP) increase of $743,099 is Federal revenue allocated from the California Department of Aging (CDA).  This funding includes regular Title V (SCSEP) funding and Older Adults’ Recovery & Resilience (OARR) funding for 2021-22 and 2022-23. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2022-23 recommended budget.

BACKGROUND INFORMATION

The Federal Older Americans Act (OAA) promotes the welfare and dignity of older adults by providing valuable services in order to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens.  In 1976, the State of California designated San Bernardino County as an Area Agency on Aging.  As a result of this designation, DAAS receives funding to administer SCSEP services through a revenue agreement with CDA.  SCSEP targets older adults seeking employment. The goal of the program is to update or enhance participants’ job skills, through subsidized employment and training, in order to help participants secure unsubsidized employment. 

 

The recommended Amendment to State Revenue Agreement No. TV-2122-20 will increase funding to: 1) fund the existing wage gap between the federal minimum wage ($7.20) and California’s minimum wage ($15); and 2) expand the number of subsidized program positions from 18 to 26.  Overall, the additional revenue will expand the reach of SCSEP’s job skills and training program to a larger group of older adults desiring services.  It is anticipated that the recommended revenue agreement with CDA will allow DAAS to provide SCSEP services to approximately 52 clients in 2022-23, for an average salary cost of $15,000 per client.

 

In the recommended Amendment, Exhibit B adds the Matching Contribution requirements. Matching Contributions are the local cash and /or in-kind contributions made by the Contractor, a subcontractor, or other local resources that qualify as match for the contract funding. Exhibit B, Attachments 1 and 2, update the budget display to reflect the increase in funding. Exhibit D updates the address for CDA and requests the County submit any documents or requests via email using a standard form.

 

On June 8, 2021, (Item No. 10), the Board of Supervisors approved County Revenue Contract No. 21-408 (State Revenue Agreement No. TV-2122-20) to provide SCSEP services, in the amount of $330,042, for the period of July 1, 2021 through June 30, 2022.  In addition, this item adopted Resolution No. 2021-101 authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. TV-2122-20, on behalf of the County, subject to review by County Counsel.
