Approve Capital Improvement Program project in the amount of $115,000 for Prado Regional Park Bladder Tank Replacement that will be managed by the Department of Public Works - Special Districts.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost) as the cost of this project ($115,000) will be funded through an existing Memorandum of Understanding (MOU) between the County of San Bernardino (County) and County Service Area 70 wherein the Department of Public Works - Special Districts (Department) provides preventative maintenance, emergency response, and support services for County-owned water and wastewater systems at all County Regional Parks. This MOU was approved by the Board of Supervisors (Board) on June 25, 2019 (Item No. 74) and will continue until June 30, 2024. Adequate appropriation and revenue for this project are included in the 2020-21 MOU budget and will be included in the 2021-22 recommended budget since the project will not be completed by fiscal year-end.
BACKGROUND INFORMATION
Pursuant to MOU No. 19-449, the Department provides maintenance and repair services for water and sewer facilities at the County’s Regional Parks. The Prado Regional Park water distribution system has an on-site storage reservoir and a ‘pump on demand’ system for daily normal water usage demands and fire suppression throughout the park. The ‘pump on demand’ system is equipped with two bladder tanks for low flow periods to save energy costs and pump wear. These two bladder tanks have failed and are not repairable. Replacement of these two units is necessary to return the park’s water distribution system to normal designed operations.
PROCUREMENT
Upon Board approval of this item, the Department will proceed with the Prado Regional Park Bladder Tank Replacement project by soliciting competitive bids for replacement of the bladder tanks.
