FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The agreement cost of $11,832,480 for the Adult Residential Facilities (ARF) with Social Rehabilitation Treatment Services (SRTS) remains unchanged and is funded by Mental Health Services Act (Behavioral Health Services Act effective July 1, 2026). Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DBH is responsible for providing mental health and substance use disorder (SUD) services to San Bernardino County residents experiencing severe mental illness and/or SUD. ARF with SRTS assists adults living with a behavioral health condition who no longer meet the criteria for services at hospital psychiatric units but require further care, observation, and assistance. Services are provided in an unlocked, home-like setting where clients can achieve and maintain stabilization before being reintegrated into the community.

 

ARF with SRTS helps reduce the frequency of psychiatric emergency department visits by serving as a step-down level of care from acute psychiatric hospitalization and other locked adult residential facilities. This option provides clients with long-term and transitional residential alternatives that are less restrictive than psychiatric hospitals and locked residential facilities, while still offering an appropriate level of care.

 

On June 18, 2025 (Item No. 27), the Board of Supervisors approved Agreement No. 25-509 with Amethyst Behavioral Health, LLC, for the provision of ARF with SRTS, in the contract amount of $11,832,480, for the contract period of July 1, 2025 through June 30, 2030.

 

DBH anticipates the following contract outcomes:

                     Access to 18 beds, serving 36 unduplicated clients annually

                     Average annual cost of $65,700 per client

 

On August 21, 2025, DBH was notified that Amethyst Behavioral Health, LLC was relocating one of its service sites from 938 Herald Street in Redlands (Herald St) to 514 Hartzell Ave in Redlands. The relocation was required after the California Department of Social Services determined that the Herald St location did not meet the requirements for licensure as an ARF due to its proximity to existing residential facilities, which may result in overconcentration pursuant to the California Code Health and Safety Code 1520.5.

 

The recommended amendment updates the facility address to reflect this service site relocation.
