Recommendation
1. Approve Agreement with Vestis Services, LLC to provide uniform rental and laundry Services from April 1, 2025, through March 31, 2030, at fixed rates listed in Exhibit A.
2. Authorize the Purchasing Agent to execute non-substantive amendments to add, replace, and delete products and rates listed in Exhibit A as needed, reflective of competitiveness in the marketplace, subject to review by County Counsel.
3. Direct the Purchasing Agent to transmit non-substantive amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Departments that require uniform rental and laundry services are responsible for ensuring there is adequate funding in their respective adopted budgets. The impact on each departmental budget is dependent upon the needs for uniform rental and laundry services. The overall annual spend for this agreement is estimated at $2,000,000.
BACKGROUND INFORMATION
Approval of this item will provide departments with the capability to acquire uniform rental and laundry services from Vestis Services, LLC (Vestis). Departments will be furnished with new uniforms as needed and receive weekly service of freshly laundered uniforms. County staff will be measured for proper fit and appearance, and if uniforms do not meet this standard, they will be replaced at no cost to the County. Other items provided for rental and laundry services include mats, dust mops, towels, smocks, curtains, and jackets.
To meet the volume of uniform rental and laundry service needs of various departments, the County is currently participating in an Omnia Partners Public Sector (Omnia) contract with Cintas. Omnia is a national government purchasing cooperative offering competitively bid contracts for use by local and state government agencies, educational institutions and nonprofit organizations. Approval of this agreement, in conjunction with the established Cintas agreement, will provide adequate coverage for County Departments in need of uniform rental and laundry services.
PROCUREMENT
On April 08, 2024, the Purchasing department issued a Request for Proposal (RFP), AGENCY24-PURC-5276, for Uniform Rental and Laundry Services. Two responses were received by the RFP submittal deadline with one proposal (Prudential Overall Supply) deemed non-responsive.

Purchasing reviewed the proposal provided by Vestis based on the criteria listed in the RFP and determined that they best met the needs of the County.
A Notice of Intent to Award Letter was sent to Vestis on February 21, 2025, and a Denial Letter was sent to Prudential Overall Supply on the same day. No protests were received.
Purchasing supports this competitive procurement based on the RFP above.
