Approve Contract with Consiliant Technologies LLC to provide upgrade, maintenance, and support services for the Hitachi Vantara Virtual Storage Platform, in a not-to-exceed amount of $1,000,000 for the period of March 11, 2025, through March 10, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Innovation and Technology Department’s (ITD) operating costs are recovered via service rates approved annually by the Board of Supervisors (Board). The cost to upgrade to and maintain support of the Hitachi Vantara (Hitachi) Virtual Storage Platform (VSP) in the not-to-exceed amount of $1,000,000 will allow ITD to obtain upgrades, maintenance, and support services for the VSP as needed over the life of the contract.
BACKGROUND INFORMATION
ITD manages and maintains the County’s Hitachi storage platforms, which provide data storage for critical County applications such as FileNet, the County Sheriff’s Jail Information Management System, and various other database systems on the enterprise server. Support and maintenance for this infrastructure is critical to the continuous operations of these County systems, as well as the County’s disaster recovery and business continuity efforts. ITD has used Hitachi storage platforms maintenance and support services since March 2015.
On March 26, 2024 (Item No. 45), the Board approved Contract No. 24-250, including non-standard terms, with Hitachi for the period effective April 1, 2023, and continuing until terminated by Hitachi or the County does not renew a service period, for Hitachi storage platforms maintenance and support services. The item also authorized the Purchasing Agent to issue Purchase Orders based on quotes accepted by Purchasing within limits set by County Policy, for the period of April 1, 2023, through March 31, 2025.
ITD continues to develop and enhance its Hitachi storage platform, a key component of the County’s disaster recovery strategy to ensure that the County’s information technology infrastructure is upgraded, reliable and running efficiently in case of an emergency.
ITD recommends approval of the contract with Consiliant Technologies LLC (Consiliant) to allow ITD to continue to upgrade, maintain, and support the Hitachi VSP to ensure its functionality to support critical County applications in case of emergency.
PROCUREMENT
On September 23, 2024, ITD released Request for Proposal (RFP) No. ITD-AD-5612 via the County’s Electronic Procurement Network (ePro) for vendors to provide a Hitachi Vantara VSP platform and capacity upgrade for a three-year period. Since ITD’s primary mainframe is manufactured by Hitachi, only Hitachi VSP’s were included in the RFP. Three proposals were received as follows:

An evaluation committee reviewed the proposals based on qualification and experience, technical review, and cost. Consiliant Technologies LLC was selected based on this competitive evaluation. No protests were received. The Purchasing Department supports the recommendation to award the contract to Consiliant Technologies LLC to provide upgrade, maintenance, and support services for the Hitachi VSP.
