RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of a grant application to the United States Department of Health and Human Services, Health Resources and Services Administration, in the amount of $9,460,867, for the Ryan White HIV/AIDS Program Part A HIV Emergency Relief Grant Program, to provide medical care and support services to persons living with HIV/AIDS in San Bernardino and Riverside counties, for the period of March 1, 2025 through February 29, 2028.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to submit the grant application, and execute and submit any subsequent non-substantive amendments required to receive the grant award for the Ryan White HIV/AIDS Program Part A HIV Emergency Relief Grant Program Application, on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit all amendments in relation to this grant application to the Clerk of the Board of Supervisors within 30 days of execution.
4. Direct the Clerk of the Board of Supervisors to maintain the grant application as a confidential document through the grant application submission deadline of October 1, 2024.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant application in the amount of $9,460,867 to the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Program Part A HIV Emergency Relief Grant Program (Ryan White Part A) funds does not require a local match. Adequate appropriation and revenue have been included in the DPH 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
HRSA provides Ryan White Part A funds for assistance in developing and enhancing access to a comprehensive continuum of high quality, community-based medical care and support services for low-income individuals with HIV and their families. The Department of Public Health (DPH) will use the funds to provide medical care and support services, including mental health care, case management, and housing assistance, to approximately 17,200 persons living with HIV/AIDS in San Bernardino and Riverside counties. These services include medical care, medical case management, mental health services, dental care, substance abuse counseling services, early intervention services, medical nutrition therapy, transportation, housing, and food assistance.
The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive primary healthcare and support services for persons living with HIV/AIDS. Ryan White Part A provides funding to areas disproportionately impacted by the disease with a goal of providing optimal HIV care and treatment to persons living with HIV who are low-income, uninsured, and underserved to improve health outcomes. The grant application also includes Minority AIDS Initiative funds to address disparities in access, treatment, care, and health outcomes for racial and ethnic minorities.
DPH is the acting lead agency for San Bernardino and Riverside Counties, with both counties first receiving funding in 1994. DPH administers the grant funds, including the development and submission of the annual grant application, acceptance of the grant award, procurement of service contracts, and assurance of compliance with federal grant requirements.
HRSA Ryan White Part A is an annual funded program with a three-year performance period. The performance period is March 1, 2025 through February 29, 2028. A competitive application will be submitted for the first year of funding, followed by Non-Competing Continuation (NCC) Progress Reports for years 2 and 3. An annual budget submitted on the SF-424A, a federal form, is required for each year of the performance period. DPH will return to the Board of Supervisors to request acceptance of all grant funding following receipt of the Notice of Award from HRSA.
On July 3, 2024, HRSA announced the Ryan White Part A Notice of Funding Opportunity for the period of March 1, 2025 through February 29, 2028. Ryan White Part A funding is extremely competitive, and there are many potential applicants pursuing limited available funding. Because of this, the grant application will be available for review in its entirety after the grant application submission deadline of October 1, 2024, at the Office of the Clerk of the Board, 385 N. Arrowhead Avenue, in San Bernardino.
