RECOMMENDATION(S)

Recommendation

Acting as the governing body of Board Governed County Service Area 60 - Apple Valley Airport:

1.                     Approve a budget increase in the amount of $284,490, from $506,000 to $790,490, for the Apple Valley Airport Wash Rack Project located at 21600 Corwin Road in Apple Valley.

2.                     Authorize the Auditor-Controller/Treasure/Tax Collector to post the necessary budget adjustments within the Capital Improvement Program in FY 2023-24, as detailed in the Financial Impact Section (Four votes required).

3.                     Approve drawings and Addendum No. 1 to the bid documents, issued March 12, 2024, providing revisions to the drawings and responding to proposer’s questions. 

4.                     Award a construction contract to Horizons Construction Company International, Inc. in the amount of $432,000, for a contract period of 180 calendar days from the date of the issuance of the Notice to Proceed for the Apple Valley Airport Wash Rack Project.

5.                     Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract for a total amount not to exceed $34,100 pursuant to Public Contract Code Section 20142.

6.                     Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The revised Apple Valley Airport Wash Rack Airports Project (Project) (WBSE 10.10.0696) budget of $790,490 is comprised of the following components:

BACKGROUND INFORMATION

The recommended action will award a construction contract to Horizons Construction Company International, Inc. for the Project. The scope of the Project will establish a self-contained wash area where aircraft can either taxi under their own power or be moved by tug into a wash position. After washing, the aircraft will be pushed back onto adjacent taxi lanes. The facility will feature a concrete pad equipped with an independent drainage system that includes an oil-water separator linked to the septic system, ensuring compliance with state and local stormwater regulations. Additionally, the Project will incorporate storm drainpipes and drain junction structures, a water meter for the pressure washing system, and necessary utilities.

 

On February 6, 2024 (Item No. 55), the Board of Supervisors (Board) found the Project to be categorically exempt under the California Environmental Quality Act Guidelines, Section 15301 Class 1 Subsections (a), (d) and (e), minor alteration of existing structure and Section 15302, Class 2, subsection (b), replacement or reconstruction of existing structures.

 

This Project is consistent with County Administrative Office approved Capital Improvement Program Request No. 19-043.

 

PROCUREMENT

On February 6, 2024 (Item No. 55), the Board authorized the Project and Facilities Management Department (PFMD) to advertise for competitive bids for the Project.  PFMD advertised for bids in the Daily Press on February 9, 2024, and on the County Electronic Procurement Network (ePro). On February 21, 2024, nine contractors attended a mandatory job walk. On March 12, 2024, Addendum No. 1 was issued, which revised the drawings and provided answers to prospective bidder’s questions.
